About this file
Summary
This is an Addendum No. 1 to Request for Proposal (RFP) GMU-KS0811-26 issued by George Mason University's Purchasing Department for landscape maintenance services across six campuses and facilities in Virginia. The RFP solicits comprehensive landscape maintenance services for the Fairfax, Arlington, Prince William (SciTech), Front Royal (Smithsonian Mason School of Conservation), Potomac Science Center, and Point of View campuses. The University intends to award one contract for all sites, though offerors may bid on individual campuses or combinations thereof, with evaluation criteria applied uniformly regardless of the number of sites bid. The original RFP was issued on August 25, 2026, with proposals due September 25, 2026, at 2:00 PM ET via Bonfire submission. Services encompass turf maintenance to 3.5-inch height standards, floral rotations at main campus entrances only, mulching (with potential for a second application), leaf removal daily during October through December, tree and shrub pruning, groundcover maintenance, litter control across all areas, and optional snow removal services at time-and-materials rates. The addendum provides clarifications, revised pricing schedules (correcting a nine-month typo to 12-month contract periods for all facilities), updated landscape maps dated August 28, 2026, and answers to 50 vendor questions addressing scope boundaries, service frequencies, irrigation responsibilities, and facility access.
Key clarifications in the addendum specify that floral plantings are required only at main campus entrances; irrigation maintenance is not included except on an as-needed basis; all debris must be removed off-site with no on-campus dumping permitted; lay-down areas are temporary and available only at Fairfax and SciTech campuses without permanent facilities or utility hookups; and all herbicides, fertilizers, and chemical applications require advance written approval. The University will evaluate plant failures or declining vegetation on a case-by-case basis, holding contractors responsible only for failures resulting from their negligence, with other losses potentially covered as time-and-materials work. Contractors must comply with county noise ordinance restrictions and maintain APPA Level 2 standards throughout the 12-month contract term. Historical pricing information is available through the Cobblestone contract link (Contract GMU-1743-21) for reference purposes only. All addendums must be signed and included with proposal submissions.

Addendum #1 - Public Question & Answer (Q&A) Answers to Questions received by the deadline for RFP GMU-KS0811-26 Landscape Maintenance Services
1. Potomac Science Center Questions
Vendor, Sep 03, 2026 1:13 PM EDT, Not Public - Pending
A few questions regarding Potomac Science Cetner in the GMU portfolio. We were hoping for clarification on service and boundaries.
a. Q: There is a large grass field on Palisade St. Based on our on-site observations, it appears part of this field are being serviced on different frequencies. Could you please confirm this entire area is under service and please confirm the service frequency?
A: The updated mapping of the PSC site, “REVISED Attachment I” dated 8/28/26, shows the boundaries of what GMU and our contractors are responsible for. The areas to be contracted fall within the orange colored areas.
b. Q: Do we maintain both sides of the paved pathway leading from the field on Palisades St to the dock?
A: The updated mapping of the PSC site, “REVISED Attachment I”, dated 8/28/26, shows the boundaries of what GMU and our contractors are responsible for. The areas to be contracted fall within the orange colored areas.
c. Q: Would we be responsible for the exterior living plant wall?
A: Yes.
2. Point of View Lorton Service Area
Vendor, Sep 03, 2026 1:20 PM EDT, Not Public - Pending
a. Q: Can you please confirm the map provided for the POV Campus is accurate?
A: We have provided a REVISED map for all facilities/campuses under this solicitation including the Point of View facility. Please see the REVISED Attachment I – Point of View Landscape Map.
Phone: 703.993.2580; http://fiscal.gmu.edu/purchasing/

Offerors are also welcome and encouraged to visit the Point of View facility directly if you are interested in offering on the facility as it is open to the public during regular operating hours (7AM – 5PM).
b. Q:Based on our on-site observations, it appears that areas right outside the gate, areas surrounding the traffic circle, areas leading to the water, and areas behind the building would be under service, though they are not included on the map.
A: See the revised Attachment I for the Point of View campus, this new map clarifies what areas are covered under the scope for this facility.
c. Q:Also, can you confirm if we would be responsible for the flower pots around the building?
3. Potomac Science Center Living Wall Follow Up
Vendor, Sep 03, 2026 1:43 PM EDT, Not Public - Pending
Q: As a follow up to our previous question, if the living wall is in scope, is that considered part of the seasonal flower rotation?
A: Yes, the Living Wall is “seasonal”, meaning there are (2) rotations of potted plants.
However, the plantings are specialized to the wall and its’ irrigation system and do not match what is planted by the front doors. A plant list can be provided upon request.
4. Seasonal Flower Quantities
Vendor, Sep 04, 2026 3:07 PM EDT, Not Public - Pending
Q: Could you please provide existing seasonal flower counts for each of the locations?
A: No. Each campus is open to the public (except SMSC) and available for touring and collecting this type of data.
5. Leaf Removal Expectations
Vendor, Sep 04, 2026 3:10 PM EDT, Not Public - Pending
Phone: 703.993.2580; http://fiscal.gmu.edu/purchasing/
Generated on Sep 05, 2025 3:22 PM EDT - Katherine Sirotin
Q: Could you please clarify the expectations for the daily leaf removal service outlined for October through December? Specifically, should bidders plan for leaf removal to be performed daily throughout the entire October–December period, regardless of leaf accumulation, or is the intent for service frequency to increase as needed during peak leaf season?
A: Per the RFP, this is a performance-based scope of work and the minimum requirement, per RFP Section XI. 3. Leaf Removal is that leaf, sticks and organic debris shall be removed “DAILY during the months of October, November and December” but as often as necessary to maintain the APPA Level 2 standard. Offerors are expected to use their knowledge and expertise to determine how frequently leave removal will need to take place to maintain the standards set out in the RFP documents and may be required to adjust those frequencies throughout the year based on level of accumulation, weather events, etc.
6. Snow RFP
Vendor, Sep 04, 2026 3:11 PM EDT, Not Public - Pending
Q: Has there been, or will there be, a separate snow RFP provided? Or is the pricing provided here for snow considered the official snow RFP?
A: Yes, a separate RFP was issued for snow removal services, GMU-KS0601-26. This RFP has closed and is now in the negotiation phase with award tentatively anticipated October 01, 2026. This RFP, GMU-KS0811-26 is for landscape maintenance services and providing pricing/labor rates for snow removal is optional. See Section IX. C. “Services To Be Performed in Addition to the Basic Contract Price.” If you are able to offer snow removal services it would be billed as T&M/IDIQ separate from your firm fixed price for landscape maintenance services. If the awarded landscape maintenance firm/s can offer snow removal services they would only be used occasionally to support the primary snow removal services contractor/s awarded under RFP GMU-KS0811-26 (if at all).
7. Irrigation Confirmation
Vendor, Sep 04, 2026 3:13 PM EDT, Not Public - Pending
Q: The scope language does not call out irrigation maintenance, though our team noticed drip lines on some properties, specifically the Arlington campus. Can you confirm if irrigation maintenance should be included? If so, can you provide zone count?
A: No. Any irrigation maintenance would be on an as-needed basis. Specifically, for the Arlington Campus, there is no irrigation. What they may have seen are old lines.
8. Lay Down Area

Vendor, Sep 04, 2026 3:40 PM EDT, Not Public - Pending
Q: How large is the lay down area?
A: We are assuming you are referring to the lay-down area at the Fairfax campus. We cannot provide a specific dimension as the area that is available may vary. To clarify, we are not providing permanent facilities, utilities, water hook-ups or other contractor compound/facility. By long-term storage/lay-down areas we mean, for Fairfax campus ONLY, that there are opportunities where we can provide areas for the contractor to “stage” longer term projects like mulching or plantings that will take longer than a day or two. We are not offering any type of permanent compound or facility that is exclusive to the contractor. Any need for long-term lay-down for specific projects would have to be coordinated with the Contract Administrator. There may also be opportunities at the SciTech campus for longer term lay-down areas. Please note that for all other facilities/campuses aside from Fairfax and SciTech there is no long-term storage/lay-down areas available.
Per the RFP: “George Mason University will provide long-term storge (laydown area) at the Fairfax Campus ONLY. All other campuses/facilities/sites will have to be on a temporary “daily use” basis. In addition, if temporary laydown areas are needed for bulk materials such as mulches/soils & plant materials, that must be arranged in advance upon request with the Contract Administrator/Grounds Program Manager on case-by-case program for every campus.”

Q: Do the two special events per year get special plant matrices for the event, or are the two planting rotations all that we plant per season?
A: There are (2) seasonal annual flower rotations. Spring and Fall. The target dates are Commencement and the return of students for the Fall semester.
12. SOW
Q: What species of grass is found at each site location? If it varies from site to site, please advise.
A: The vast majority of the grass currently planted is cool-season tall turf fescue. The sites are all open to the public (excluding SMSC) and offerors are welcome to perform site visits to ascertain specific elements like this.
13. SOW
Q: In the herbicide section it states, "The following herbicides are recommended" but does not state, "recommended herbicides." Can we use what we want, or is there a specific list of recommend herbicides?
A: ALL herbicides, fertilizers, and/or chemical applications are required to be submitted for review and approval before use, at any of the GMU spaces. We will work with the awarded contractor to review and approve any herbicides recommended for use.

Q: There are areas with noise restrictions. Which areas have noise restrictions? What time/when are they currently maintained?
A: We follow the noise restrictions for Fairfax, Prince William, Arlington, and Warren counties for general areas of each campus. For the Housing zones, there is a special restriction until 9am. Additional, site specific restrictions may be put into place during periods of examination, special events, etc. The Contract Administrator will coordinate with the selected contractor/s and give them notice of these special events/restrictions.
15. SOW
Q: Please clarify the process GMU will use to determine contractor responsibility when trees, shrubs, groundcover, or turf fail or decline and whether plant loss resulting from drought, disease, vandalism, irrigation-system failure, extreme weather, or other conditions outside the contractor's control will be handled as IDIQ/T&M replacement work.
A: George Mason University will evaluate instances of tree, shrub, groundcover, or turf decline on a case-by-case basis and will work collaboratively with the Contractor to determine the likely cause of the failure or decline. Relevant factors may include, but are not limited to, maintenance practices, irrigation performance, weather conditions, pest or disease activity, site conditions, vandalism, and other contributing circumstances.
If the University determines that the failure or decline was caused by the Contractor's failure to perform the services required under the Contract, including failure to meet industry standards of care or Contract requirements, the Contractor will be responsible for correcting the deficiency and restoring or replacing the affected landscape materials at no additional cost to the University.
If the University determines that the failure or decline resulted from causes outside the Contractor's reasonable control, such as drought, disease not attributable to Contractor negligence, vandalism, irrigation system failure not caused by the Contractor, extreme weather events, or other similar circumstances, the University may elect to have the work performed as additional services under the Contract on an approved IDIQ, Time-and- Materials, or other authorized basis, as applicable.
The University reserves the right to make the final determination regarding responsibility after reviewing the facts and circumstances of each situation.

Q: The RFP specifically notes that Nutrient Management Plans are not currently available for Arlington Campus or SMSC. Will GMU provide applicable nutrient/fertilization requirements for these locations before proposals are due, or should offerors develop their own assumptions for pricing?
A: We are not currently required to produce NMP plans for these two campus sites and they are not available. Offerors should develop their own assumptions in order to price.
17. SOW
Q: What is the minimum to maximum height requirements for the turf? 3.5” at all times is not realistic and fescue should be at a height of 4-8” depending on the time of year/heat level to maintain the healthiest grass.
A: The University has established the turf maintenance standards contained in the solicitation and expects the Contractor to provide staffing, equipment, scheduling, and mowing frequencies sufficient to maintain those standards throughout the Contract term.
The specified turf height represents the University's desired appearance and maintenance outcome for campus grounds.
Offerors shall base their proposals on meeting the requirements as stated in the RFP. The University does not intend to modify the specified performance standard and expects the Contractor to proactively adjust mowing frequency and maintenance practices as necessary to maintain compliance with the Contract requirements.

A: Correct, this is a typo and all facilities/campuses should be priced for a twelve (12) month period. We have issued a REVISED Attachment F Pricing Schedule to correct this typo. Please use this REVISED pricing schedule to submit your pricing for 12 months for all campuses/sites you are offering on.
