About this file
This is a Revised Attachment F Pricing Schedule for a Request for Proposal issued by George Mason University, a public institution of higher education and agency of the Commonwealth of Virginia, to procure comprehensive landscape maintenance services across six campuses and facilities. The RFP (GMU-KS0811-26) solicits proposals for services at the Fairfax Campus, Arlington Campus, Science and Technology Campus (Prince William), Point of View Facility (Lorton), Potomac Science Center Campus (Woodbridge), and Smithsonian Mason School of Conservation (Front Royal). Offerors may propose on one or more campuses but must offer on the entirety of any selected campus, including all facilities and areas within that campus. The University intends to award one contract but reserves the right to award multiple contracts to different firms. The contract term begins March 1, 2027, and runs through February 29, 2028, as the initial 12-month base term for pricing purposes.
The pricing schedule requires contractors to submit Firm, Fixed Price (FFP) monthly rates for base landscape maintenance services on Tab 1, with annual costs calculated automatically. Tab 2 requires submission of Indefinite Delivery, Indefinite Quantity (IDIQ) and Time and Material (T&M) rates for services outside the FFP base scope, including labor categories such as landscape technicians, foremen, specialized equipment operators, certified pesticide applicators, arborists, and horticulturists. Tab 3 is optional and addresses snow removal services billed on a T&M basis, including equipment rates for various vehicles and machinery with operators, materials such as rock salt and ice melt, and labor for crew members and supervisors. All T&M services require prior approval through a University purchase order except in emergencies, with material and equipment costs billed at actual contractor cost supported by invoices. Contractor labor rates offered in proposals become part of the technical proposal and contract agreement, and Virginia's minimum wage requirements under Code of Virginia 40.1-28.10 apply.
