About this file

This document is an Attachment to a Request for Proposal (RFP) No. BPM006719 for Statewide Emergency Response Solutions and Services, issued by the Arizona Department of Administration State Procurement Office. The document specifically addresses baseline infrastructure security controls for contractors, involving the Arizona Department of Homeland Security, Governance, Risk, and Compliance team, and focusing on data security standards and information technology protocols.

The contract establishes security requirements for contractors handling state data, categorizing data into Public State Data (NIST Low Impact) and Confidential State Data (NIST Moderate Impact). Contractors must either have existing AZRAMP, FedRAMP, or StateRAMP Authorization or complete a multi-stage assessment process, including submitting prerequisite control sheets and undergoing security assessments within 45 days of contract award. The state is progressively moving towards requiring StateRAMP Authorization, with potential future requirements for contractors to register, obtain authorization, and comply with specific impact-level security controls when processing, transmitting, or storing state data.
