1.1 Brief Overview of Business Operations
Originally founded as a landscaping company, AshBritt’s first emergency response effort supported South Florida communities in the wake of Hurricane Andrew. The company was officially incorporated in the State of Florida in October 1992 and has since supported response and recovery efforts related to 110+ federally declared disasters and other governmental emergencies in 36 states.
Disaster Debris Management – Our highly trained team possesses extensive experience navigating the diverse challenges of disasters. We have traversed the splintered landscapes of hurricanes and tornadoes, tackled flood-stricken terrain, meticulously navigated the aftermath of wildfires, and more. Each event presents unique demands, yet we consistently leverage our deep understanding of post-disaster dynamics to implement effective solutions.
Logistics Support – AshBritt is the industry leader in the provision of logistics, emergency materials, shelters, staffing, and support services. We are a national turnkey, rapid response, disaster recovery solutions firm comprised of a seasoned group of experienced and knowledgeable professionals specializing in a wide range of emergency solutions. Our team prepares and guarantees a contingency program that delivers secured assets when time is of the essence, allowing for an all-encompassing approach.
Safety – AshBritt maintains the highest levels of safety, quality, and integrity in conducting our services and operations, always adhering to guidelines set forth by OSHA, USACE, EPA, and FEMA.
Small Business Advocate – We have also met or exceeded small business requirements in all our past events. AshBritt was once a small business, and we remain committed to partnering with small and disadvantaged businesses to the fullest extent possible per 2 C.F.R., Part 200.
Innovative Solutions – Our expertise and resources allow us to devise and execute effective solutions tailored to our clients' specific needs. Following Hurricane Ian 2022, we demonstrated this ability by employing helicopters to lower personnel into mangroves in Lee County, FL, to identify registration and hull numbers on derelict vessels. We also disassembled vessels within the mangroves and transported them by helicopter to an aggregation site, thereby minimizing the environmental impact on the mangrove ecosystem. Please see the graphic on the following page for more details on our approach to managing these projects.

As a 32-year industry leader in the provision of emergency preparedness, response, and recovery services and materials, AshBritt understands government, crisis response, and operations under programs funded and supported by FEMA that require documentation, specific reporting, and audit support. We have supported disaster and emergency response efforts associated with 110+ federally declared disasters in 36 states. Recently, we are proud to have provided a large array of debris and logistical services to various organizational entities, ranging from local private non-profits to statewide emergency management agencies, across five states in response to Hurricanes Milton and Helene.
2.1 Client Markets
Our clients are primarily governmental organizations seeking pre-positioned contracts for a variety of emergency preparedness, response, and recovery services.
2.2 Experience Serving Clients in Arizona
AshBritt has experience accomplishing significant logistical feats for the State of Arizona government as best demonstrated by our management of the 2022 border wall contract. We successfully executed a multi-phase border security infrastructure project. This involved:
► Comprehensive Assessment: Identifying vulnerable areas along the Arizona-Mexico border.
► Strategic Planning: Developing a comprehensive border security plan in collaboration with state and local authorities.
► Infrastructure Installation: Deploying and securing significant barriers, including double-stacked shipping containers and security wire, across approximately 10 miles of the border.
► Project Management: Efficiently managing all phases of the project, from mobilization to demobilization, while maintaining close coordination with state and local stakeholders.
► Reclamation: Conducting reclamation work to minimize the project's impact on the border environment.
This project demonstrates AshBritt's ability to handle large-scale, complex projects for the State of Arizona, our commitment to safety and security, and our dedication to environmental responsibility.

3.0 FINANCIAL/ACCOUNTING INFORMATION
Access to immediate operational funds and longer-term credit is one of the most vital factors in ensuring the swift initiation and continued progress of response and recovery efforts. Following any large-scale, widespread disaster event, the State or Participating Entities’s resources, infrastructure, and processes may become overwhelmed. Reliable financial support and sound management are vital to a successful mission. As the nation’s leading provider of disaster debris management services, AshBritt has substantial financial resources, capabilities, and experience. Our historical record and supporting financial documentation demonstrate these strengths. Importantly, we have the capital strength to accommodate increased cash flow demands throughout any disaster recovery mission and the capacity to assume extensive expenditures for prolonged periods (historically exceeding 150 days) before receiving any funds for our services.
AshBritt has a strong, steady record of paying all vendors and subcontractors following executed contracts. Moreover, we work with small businesses to accommodate shorter payment terms, as needed, to ensure that all companies, large and small, can actively participate in our recovery efforts and projects.
With our capital reserves and our significant line of credit, as well as the ability to draw on resources from some of our long-standing business partners, we can simultaneously maintain and finance multiple large, extended projects. Examples of AshBritt’s ability to initiate and maintain a strong workforce and financial stability include:
