About this file

This is an Insurance Requirements attachment document for the Hillsborough County Engineering and Operations Department's Countywide Stormwater Ditch and Side-Drain Restoration Contract. The contract, valued at an estimated $4,938,100, encompasses ditch reshaping, side-drain and cross-drain installation and replacement, pipe culvert work, inlet and outfall installation, selective vegetation removal, stormwater construction under wet conditions, and localized roadway shoulder and right-of-way restoration across multiple locations throughout Hillsborough County. Work will be assigned on an as-needed basis through individually negotiated work orders. The contract term is one year with two optional one-year renewal periods exercisable at the County's sole discretion. Bids were due July 31, 2026, with award made to the lowest responsive and responsible bidder on all line items.

The contractor must furnish a bid bond equal to 5% of the bid amount and maintain performance and payment bonds each equal to 100% of the awarded contract amount. Comprehensive general liability and workers' compensation insurance are required, with Hillsborough County named as an additional insured. The contractor must hold a valid Florida Certified General Contractor (CGC) or Registered General Contractor (RGC) license at bid opening and maintain it throughout the contract term. An 8% Small Business Enterprise (SBE) subcontractor participation goal applies to the contract. A 5% retainage applies to all progress payments. The contractor bears responsibility for subsurface conditions, groundwater, saturated soils, utility conflicts, mobilization, and traffic control where required. The contract is non-exclusive, with the County reserving the right to contract with other companies for similar services. Work must comply with Hillsborough County Public Works Standard Specifications (October 2023 Edition) and FDOT Standard Plans and Specifications (FY 2026-27), including compliance with the Florida Trench Safety Act and 29 CFR Part 1926.650, Subpart P. Quality control testing at contractor expense through FDOT-qualified laboratories is mandatory.
