About this file
This is a Supplemental Specifications document for Hillsborough County's Stormwater Countywide Ditch and Side-Drain Restoration Contract. The contract is a one-year term with two optional one-year renewals, with work assigned on an as-needed basis through individually negotiated Work Orders across Hillsborough County, Florida. The scope of work includes roadside ditch reshaping, side-drain installation and replacement, localized culvert work, selective vegetation removal, shoulder and right-of-way restoration, and associated stormwater construction activities. Work will be performed under wet conditions and assigned at various county locations. The contract establishes standard working hours of 8:00 AM to 5:00 PM for low-volume roadways, 9:00 AM to 4:00 PM for high-volume roadways, and 9:00 PM to 6:00 AM for Level of Service "F" roadways, with modifications possible based on traffic conditions and permit requirements. The specifications incorporate Hillsborough County Public Works Standard Specifications (October 2023 Edition), FDOT Standard Plans and Specifications (FY 2026-27), and related technical manuals.
The contract is valued at an estimated $4,938,100.00 with an 8% Small Business Enterprise (SBE) subcontractor participation goal. All work must be authorized through written Purchase Orders with clearly defined limits, quantities, and scope. The contractor is responsible for mobilization, maintenance of traffic when required, temporary traffic control permits, utility coordination, and all quality control testing at the contractor's expense through FDOT-qualified laboratories. Cost escalation may be negotiated upon contract renewal based on ENR indices. The specifications emphasize that the contractor bears responsibility for subsurface conditions, groundwater, saturated soils, and utility conflicts as incidental to the work, with no additional compensation unless specifically authorized in writing by the County Project Manager. Payment is structured through individual line items for mobilization, traffic control, ditch clearing, excavation, pipe culverts, and incidental work, with non-priced items to be negotiated during individual Work Orders.
