About this file

This is a Subcontractor Letter of Intent form issued by Hillsborough County, Florida for the Small Business Encouragement Program, designed to document agreements between prime bidders/proposers and registered Small Business Enterprise (SBE) subcontractors on county bid and proposal opportunities. The form requires authorized representatives from both the prime contractor and the SBE firm to acknowledge and sign off on key terms and understandings regarding the proposed subcontracting relationship. The document serves as a standardized template to be completed for all SBE subcontractor commitments submitted with county bids and proposals, requiring specification of the scope of work or work item numbers to be performed by the SBE and associated estimated dollar amounts, though estimated amounts may be left blank for Work Order/Term Contracts, Professional Services, or CCNA solicitations. The form accommodates multiple bid/proposal entries and allows for documentation of multiple SBE firms on a single submission.

The form is specifically applicable to the Stormwater Countywide Ditch and Side-Drain Restoration Contract, a one-year term with two optional one-year renewals valued at $4,938,100.00. Hillsborough County Engineering and Operations Department has established an 8% SBE participation goal for this contract, requiring subcontractor utilization by prime bidders. The work encompasses ditch maintenance, reshaping, selective vegetation removal, installation or replacement of side drains and culverts, stormwater construction, and roadside restoration activities to be assigned on an as-needed basis through individually negotiated work orders across various county locations. The Letter of Intent form ensures accountability and documented commitment from both parties prior to contract award.
