About this file

This is Addendum No. One to the construction contract documents for New Kent County Airport in Quinton, Virginia, issued by Delta Airport Consultants, Inc. on June 4, 2026. The project involves constructing a new 12-unit T-hangar facility with alternates available for 10-unit or 8-unit buildings depending on available funding. The scope includes site grading, drainage, paving, electrical installation, and associated site work. The County will award the project based on the alternate selected, with a Notice of Award executed upon bid evaluation and the signed contract to be received by the awarded contractor on or before October 20, 2026. Two separate Notices to Proceed will be issued: one for administrative startup and material procurement following final funding approval in October 2026, and a second for onsite construction anticipated to commence in Spring 2027. The total contract time is 165 calendar days, calculated only for onsite construction activities (tree clearing, earthwork, erosion and sediment control, drainage, foundation, building erection, paving, and electrical installation), with design, shop drawings, permitting, and material delivery excluded from this timeline. Liquidated damages are assessed at $3,000 per day for the overall contract and specifically for Phase A1, which affects access to the existing hangar.

The addendum clarifies that the contractor is responsible for final building, foundation, and electrical design to be signed and sealed by a professional engineer, with the minimum foundation depth of 5 inches of concrete over 6 inches of stone subbase serving as a planning reference only. The project specifies minimum internal ceiling height of 12 feet, minimum hangar door height of 12 feet, and LED interior and exterior lighting with minimum foot-candle requirements of 1 foot-candle in front of all doors and 50 foot-candles within the hangar. No building manufacturer is required to be pre-approved, though examples include Erect-a-Tube, Fulfab, Inc., and Kirk Airport Solutions, Inc. Electrical design must be based on single-phase power only, as three-phase power is unavailable at the airport. The Engineer will provide a Resident Project Representative for 90 calendar days to observe site work. No provisions for unit price indexing of asphalt or other materials are included in the contract documents, and the bifold doors may utilize either cable or strap lift systems.

AIP PROJECT NO. 3-51-0041-026-2025

DELTA PROJECT NO. 24052

QUESTIONS AND ANSWERS

1. QUESTION: If the bid is held until October, will the bid be awarded prior?

ANSWER: Yes. The County will award the project based on the Alternate selected. A

Notice of Award will be executed at that time. The awarded contractor will separately receive the signed contract on or before October 20, 2026.

Information regarding the bid bond is referenced in the Invitation to Bid.

2. QUESTION: When will the notice to proceed (NTP) be issued?

ANSWER: Two separate NTPs will be issued; one for the administrative start and procurement of materials and one for the start of onsite construction. The procurement NTP will be issued closely following final funding approval in October 2026.

3. QUESTION: What is the construction contract time and what are the liquidated damages?

ANSWER: The total contract time is 165 calendar days. Contract time will begin following the construction notice to proceed. The overall contract has

$3,000 per day of liquidated damages. The work phase that will affect access to the existing hangar (Phase A1) will have $3,000 per day of liquidated damages.

4. QUESTION: When is construction expected to start?

ANSWER: The County anticipates that administrative work will occur in Fall 2026 with construction in Spring 2027. The County’s intent is to allow flexibility for the Contractor to supply the building materials without impact to the construction. If the Contractor requests to start site work in Fall 2026, in anticipation of having the site prepared for the building materials delivery, the County will consider a full notice to proceed in Fall 2026. This will start the 165 Calendar Day Contract Time. A temporary stop work order would need to be issued to stop contract time for winter months. Any cost to temporarily stabilize the site during a stop work order would be at the

Contractor’s cost.

5. QUESTION: The building materials have a long lead time to approve and procure. What work may be completed prior to the start of construction time?

ANSWER: The 165 Calendar Day Contract Time is applicable only to on-site construction (tree clearing, earthwork, erosion and sediment control, drainage, foundation, building erection, paving, and electrical installation).

The final design, shop drawings, permitting, and material delivery period is

NOT included in the 165 Calendar Day period. The contractor may complete all shop drawings, and deliver materials to the project site, prior to construction.

6. QUESTION: What are the site work limits for Alternates 2 & 3?

ANSWER: Except for a portion of pavement on the plan-left side of the proposed building, the site work will end with the face of the selected building. In alternates 2 & 3, the areas not receiving full build out will be graded to final elevations and permanently stabilized. The limits of the alternates can be viewed on Sheet 8.

7. QUESTION: Are the hangar doors considered ADA?

ANSWER: No. Only the pedestrian doors will be considered accessible entrances.

8. QUESTION: Who designs the hangar foundation?

ANSWER: The Contractor will be responsible for final building, foundation, and electrical design, to be signed and sealed by a professional engineer.

9. QUESTION: What is the minimum foundation depth?

ANSWER: The depth shown on the plans should be considered the minimum foundation depth for planning purposes. 5” concrete over 6” stone subbase material. The final foundation depth is determined by the contractor’s final design of the foundation.

10. QUESTION: Is there a required building manufacturer?

ANSWER: No, several building manufacturers offer products that will meet the performance requirements of this project. Examples of manufacturers with recent Virginia T-hangars include but are not limited to Erect-a-Tube, Fulfab, Inc., and Kirk Airport Solutions, Inc. Manufacturers are not required to be pre-approved during bidding.
