The pre-conference meeting was held on April 10, 2025, and involves the Procurement Department, with involvement from the Commission on Equity and Inclusion (CEI) and the Illinois Department of Central Management Services.

The RFP seeks a qualified insurance brokerage firm to advise the Illinois Tollway on insurance needs and obtain coverage across multiple categories, including property, casualty, automotive physical damage, general and professional liability, equipment breakdown, cyber liability, employee benefits, and Owner Controlled Insurance Programs (OCIP and ROCIP). The solicitation requires bidders to outline their brokerage service pricing, with a Business Enterprise Program (BEP) goal of 11% and a Veteran Business Program (VBP) goal of 0%. Proposals will be evaluated on a 485-point system, with 384 points for technical elements, 77 points for diversity commitment, and 24 points for pricing. Bidders must submit comprehensive pricing for three options, including commission percentages and flat fees for initial and renewal terms, and must be registered with various state systems to be considered responsive.
