About this file
The document is a comprehensive specification file (23WINN0300_BD_SPEC.pdf) for Winnebago County's Wittman Airport Control Tower Chiller Replacement project, detailing technical requirements for HVAC system modifications. The specification covers a complete chiller replacement, including detailed technical specifications for mechanical systems, focusing on components like pipe insulation, valve installations, testing procedures, and system balancing. The project involves installing a new chiller (CH-001) with specific technical requirements, including a 33.3 kW capacity and four compressors, with work to be performed across electrical rooms 110, 111, and 114 in the airport control tower.
The procurement process requires sealed bids to be submitted through the County's OpenGov Procurement portal by December 2, 2025, at 3:00 pm Central Time, with a mandatory pre-bid meeting scheduled for November 18, 2025, at 10:00 am. Bidders must provide a 5% bid bond and maintain bid validity for 60 calendar days. Insurance requirements are comprehensive, including Workers' Compensation ($100,000 per accident), Commercial General Liability ($1,000,000 per occurrence), and Automobile Liability ($1,000,000 per occurrence). The county will retain 5% from each partial payment until 50% project completion, with invoices processed net 30, and maintains a tax-exempt status for material purchases. While no specific budget is disclosed, the detailed technical specifications suggest a significant infrastructure investment requiring precise mechanical and electrical system modifications.
