About this file
This document is an Attachment 9 Certification form related to Executive Order No. 16, which prohibits state agencies and authorities from contracting with businesses conducting business operations in Russia. The certification is part of a solicitation for Group 23100 – School & Art Supplies, requiring vendors to disclose and certify their current business activities in Russia. The form provides vendors with multiple options to declare their status: no business in Russia, winding down operations in Russia, providing only vital health and safety services, or continuing business operations in Russia.
The document does not specify specific goods, services, pricing terms, or contract details beyond the certification requirement. Instead, it focuses on implementing a state-level directive to restrict business with entities operating in Russia, aligned with federal government sanctions. Vendors are encouraged to respond to solicitations even if they currently conduct business in Russia, with the opportunity to preserve future contracting opportunities should sanctions be lifted. The certification must be completed under penalties of perjury, with the vendor attesting to the truthfulness of their disclosed business operations.
