About this file
This is a Contract Amendment executed between 3Phase Excel Elevator LLC (Contractor) and the State of New Jersey, Department of the Treasury, Division of Purchase and Property (State), amending Master Blanket Purchase Order No. 23-GNSV2-49037 for T2946 - Elevator Maintenance, Repair, Testing, and Inspection Services. The amendment was signed by David Hollingsworth on behalf of the Contractor on January 16, 2024, and by Amy Davis, Acting Director of the Division of Purchase and Property, on February 6, 2024. The amendment incorporates the State's NJSTART eProcurement system and NJSTART Marketplace, managed by Periscope Holdings, Inc., enabling State Agencies and eligible Cooperative Purchasing Participants to search and purchase from the State contract.
The amendment establishes four primary operational requirements for the Contractor. First, the Contractor must submit quarterly Sales Reports directly to Periscope through the NJSTART system within thirty days after each calendar quarter ending March 31, June 30, September 30, and December 31, documenting all sales, credits, returns, refunds, purchasing entities, and applicable fees. Second, the Contractor must remit a Supplier Convenience Fee of one percent (1%) of all invoiced purchases to Periscope on a quarterly basis, with payments due within thirty days of each quarter-end; failure to remit timely may result in ineligibility for purchase through the NJSTART Marketplace. Third, the Contractor must upload its catalog of items and pricing consistent with the contract within thirty days of the amendment's execution. Fourth, the Contractor must maintain detailed sales records for audit purposes, and any audit revealing underpayment of five percent or more requires the Contractor to reimburse the State and/or Periscope for audit costs. All other terms and conditions of the original Blanket Purchase Order remain in effect.

Welcome to the
Marketplace Program Your Guide to Getting
Started
NJSTART: Powered by Periscope
Welcome to the NJSTART Marketplace!
A message from our partners at Periscope NJSTART was developed in partnership with Periscope, powered by mdf commerce* to streamline the process of selling to New Jersey governments. It is both a technology system and cooperative purchasing program. The State of New Jersey is trusting us to manage the Marketplace for both New Jersey agencies as well as vendors such as yourself.
We strive to work with vendors that have fully-executed contracts with the State of New Jersey to maximize their contract sales and meet their business goals, regardless of size or scope.
Let’s get started!
6 Steps to Success After your contract is awarded, these 6 simple steps will ensure your participation in NJSTART is as successful as possible. Throughout this document, we cover a few of these steps in more detail to help you get the most out of your state contract.
Orders from State Agencies are sent to you immediately, directly through the site.
*Periscope, powered by mdf commerce, is the developer and implementer of the ePro eProcurement system (currently branded as NJSTART in New Jersey). A Few Tips: To make sure buyers can find your contract and know how best to engage you, make sure your catalog is populated with key search terms, rich descriptions of goods and/ or services provided, and critical information for the buyer.
Another way to make your catalog more compelling is to include images for each item you want to represent on your contract. See below for an example:
Incomplete Marketplace Catalog
• Content missing images
• Harder for local agencies to find your contracted line items
Complete Marketplace Catalog
• All content uploaded
• Better purchasing experience for local agencies

Convenience Fee & Quarterly Reporting A mandatory 1% convenience fee is applied to all purchases from your state contracts. A new regulation effective as of September 6, 2022, extends the mandatory fee to contracted suppliers for applicable State contracts.
Convenience fees to fund procurement operations, cooperative programs, and systems are common across the U.S. These fees are a way to improve services to the supplier community and the state.
Participating State contract suppliers are required to report their net sales on a quarterly basis and pay their convenience fee directly through NJSTART via our Reconciler tool, the easy-to-use online reporting tool.
