About this file
This addendum to ITB 2027-07 modifies contract documents for HVAC system upgrades at the Town of Stratford Department of Public Works Garage located at 550 Patterson Avenue, Stratford, Connecticut. The project scope includes removal of the existing steam boiler and associated heating system; installation of new gas-fired rooftop makeup air units with associated gas piping; installation of new infrared heating units with associated gas piping; new electrical work for the heating system replacement; and roof framing modifications to support the new rooftop HVAC units. An alternate bid item covers removal of an existing underground oil tank. The pre-bid walk-through was held September 2, 2026 at 10:00 a.m., with bid opening scheduled for September 18, 2026 at 10:00 a.m. The project award is anticipated on or about October 16, 2026, with construction mobilization beginning December 1, 2026 and substantial completion targeted for January 29, 2027. Final contract close-out is required by February 26, 2027.
Addendum #1, issued September 3, 2026, includes revisions to the bid form to incorporate tank removal unit costs, an updated milestone schedule, and an asbestos testing report and abatement specification. Asbestos testing conducted in April 2020 identified asbestos-containing materials in the boiler packing (approximately 150 square feet), boiler gaskets (approximately 5 square feet), and boiler masonry. Connecticut regulations require that any work disturbing asbestos-containing materials be performed by a licensed asbestos abatement contractor. The bid form requires contractors to include a $10,000 allowance for unforeseen conditions, with unused portions credited back to the owner. Contractors must also provide unit pricing for removal of contaminated soil and soil testing. The existing roof is a built-up roof system under warranty by W.P. Hickman Systems, Inc., and any roofing subcontractor must maintain appropriate certifications. Connecticut Temperature Controls (CTC) serves as the town's controls vendor. State of Connecticut prevailing wages are required if the total bid exceeds $100,000.

Heating System Replacement Sequence of Operations
August 24, 2026
Sequence of Operation
1) Heating and Ventilation Units
a) Factory Controls
i) Each heating and ventilation unit shall be furnished with the manufacturer’s factory-installed, factory-wired, programmed, and tested microprocessor control system.
ii) The controller shall include a lighted local display and keypad for adjusting setpoints, schedules, and override periods and for reviewing operating status and alarms.
iii) Provide factory-installed outdoor-air and supply-discharge temperature sensors.
iv) Building management system communication is not required. All control, adjustment, status indication, and alarm review shall be available locally at the unit controller.
b) Unit Enable and Scheduling
i) Provide a permanent, factory-approved jumper between terminals R and G unless an external shutdown or enable contact is indicated.
ii) Occupied and unoccupied operation shall be controlled through the factory controller’s internal seven-day programmable time clock.
iii) The controller shall accommodate at least seven occupancy schedules.
iv) Provide a temporary occupied-mode override through the local keypad and a dry-contact input. The override period shall be adjustable and initially set at one hour.
v) Heating shall not be permitted until supply-fan operation and the manufacturer’s required minimum airflow have been proven.
c) Occupied Mode
i) Upon initiation of occupied mode, the controller shall complete its initialization sequence and energize the outdoor-air damper actuator.
ii) The controller shall prove that the outdoor-air damper is open before starting the supply fan.
iii) After an adjustable delay, start the supply fan.
iv) The factory-installed variable-frequency drive shall operate the supply fan at a constant speed established during testing and balancing. Fan speed shall not normally modulate.
d) Heating Control
i) The factory controller shall modulate the direct-fired gas burner to maintain an adjustable supply-discharge-air-temperature setpoint, initially 68°F.
ii) Heating shall be disabled when the outdoor-air temperature is above an adjustable heating-lockout setpoint, initially 60°F.
iii) The supply fan shall continue to operate during occupied periods when heating is locked out.
iv) When the heating requirement is below the burner’s minimum stable firing rate, the factory controller shall cycle the burner using an adjustable 5°F discharge-air-temperature deadband.
v) Following a temperature-controlled burner shutdown, the burner shall remain off for at least five minutes before being permitted to restart.
vi) Burner safety recycling, ignition, purge, shutdown, and lockout functions required by the equipment listing or manufacturer shall take precedence over the minimum off-time requirement.
e) Unoccupied Mode
i) During unoccupied periods, the supply fan shall be off, the outdoor-air damper shall be de-energized and spring-returned to its closed position, and the gas burner shall be disabled.
ii) Disable the unit’s unoccupied cycle-on-room-temperature function.
iii) Unoccupied space-temperature control shall be provided by the radiant tube heating system.
f) Preoccupancy Warm-Up
i) Disable the heating and ventilation unit’s factory morning warm-up and cooldown functions.
ii) Preoccupancy warm-up shall be provided by the radiant tube heaters.
iii) The heating and ventilation units shall remain off during preoccupancy warm-up and shall start at the scheduled occupied time.
g) Safeties and Interlocks
i) Burner operation shall be prohibited until supply-fan operation and minimum required airflow are proven.
ii) Loss of supply-fan status or airflow proof shall immediately disable the burner and initiate the applicable factory alarm.
iii) If supply-air temperature falls below an adjustable low-limit setpoint, initially 35°F, for an adjustable period, initially 300 seconds, the controller shall shut down the unit and initiate an alarm.
iv) Provide factory-installed manual-reset high-temperature limits, flame safeguard, ignition controls, gas-pressure switches, airflow switches, and other safety controls required by the equipment listing.
v) Burner ignition, flame failure, pre-purge, post-purge, safety shutdown, recycling, and manual-reset operation shall comply with the equipment manufacturer’s requirements and listing.
vi) Upon restoration of power, the unit shall automatically return to its scheduled operating mode, except where manual reset is required by a safety device.

c) During unoccupied periods, the radiant tube heaters shall maintain an adjustable setback temperature, initially 55°F.
d) The thermostats shall initiate preoccupancy warm-up sufficiently in advance of the occupied period to achieve the occupied space-temperature setpoint by the scheduled occupancy time.
e) Locate thermostats where they represent typical occupant conditions and are not directly exposed to the radiant tubes, exterior doors, direct sunlight, or supply-air discharge.
f) Provide each heater with the manufacturer’s flame safeguard, ignition controls, airflow or combustion-air proving, high-temperature limits, post-purge controls, and other safeties required by its listing.
