About this file

This is a Specification and Scope of Work document for Pierce County, Washington's Annex EV Chargers project located at 2401 S 35th St, Tacoma, WA 98409. The project encompasses civil work including asphalt demolition, excavation of electrical conduit and camera trenches, and repaving of trench locations. Work also includes electrical installations such as an additional light pole, camera, electrical and communication conduit, and other improvements including EV signage and pavement markings. Alternate Bid #1 encompasses the installation of five security cameras, reach devices on both IDF and camera sides, and cabling to connect cameras to the existing switch in the telecommunications room. The specifications reference Washington State Department of Transportation (WSDOT) Standard Specifications and Standard Plans for road, bridge, and municipal construction as governing documents for performance and materials.

The specification sections detail requirements for aggregate base courses using WSDOT Section 9-03.9(3) standards; hot-mix asphalt paving with PG 58H-22 material and a one-year warranty period covering cracking, raveling, and pavement failure; pavement markings with white lines and bright green markings for EV charging stalls; steel corrugated security fencing at 8-feet height per Gibraltar High Security Palisade specifications; industrial ornamental cantilever gate systems with electronic access control; HySecurity SlideDriver II SD15 gate operators with UL 325 compliance and five-year warranties; and fixed galvanized steel bollards with reflective tape. All contractors must submit material test reports, shop drawings, product data, and certifications prior to work commencement, and must conduct a preconstruction conference on site. Quality assurance includes field testing and inspection by a qualified testing agency, with contractors bearing costs for correction or replacement of work failing to meet specifications.
