About this file
This specification document outlines the technical requirements for electronic safety and security systems at Pierce County Annex in Tacoma, Washington, including access control, IP security video systems, and supporting electrical infrastructure. The project encompasses three primary divisions: Section 280000 for electronic safety and security work referencing general electrical provisions; Section 281300 for access control system installation requiring a Lenel On-Guard certified contractor with minimum five years of experience and completion of at least five comparable projects within the past five years; and Section 282300 for IP-based security video system installation with specified hardware including 8MP outdoor bullet cameras (Axis P1488-LE model), media converters, fiber optic cabling, and associated infrastructure. The contractor must provide complete installation, configuration, programming, and testing services, maintain existing building operations during modifications, coordinate with the owner for system programming and access point naming, conduct pre-testing within 21 days before acceptance testing, provide acceptance test demonstrations with trained technicians, and complete post-system testing 45 days after final acceptance. Additive Alternate #1 includes five security cameras, OneReach devices for both intermediate distribution frame and camera sides, and cabling to connect cameras to the existing telecommunications room switch.
The specification requires contractor qualifications including Lenel On-Guard or manufacturer certification, direct access to required tools and test equipment, employment of certified technicians within 100 miles of the project site, and detailed submittals including product data, shop drawings, acceptance test plans, and record drawings in AutoCAD and PDF formats. The contractor must maintain emergency egress routes, limit individual door offline time to eight hours or less, provide a one-year warranty covering all labor and parts from the date of acceptance, include 30-minute maximum response time activation support on the day before, day of, and day after system launch, and furnish spare entrance protection devices to the owner. All work must comply with National Electrical Code Article 725, UL standards (UL 50, UL 294, UL 60950-1, UL 60950-22), FCC regulations, ANSI standards, and IEC requirements. Cable labeling, installation in conduit where required, proper grounding to building safety systems, and comprehensive documentation including operation and maintenance manuals are mandated deliverables.
