About this file
This is a revised procurement schedule document for ITN #2025-002 issued by the Office of the State Courts Administrator (OSCA) for security upgrades at the 5th District Court of Appeal in Daytona Beach, Florida. The procurement seeks qualified architectural and engineering firms to assess and recommend security enhancements, including bollard installation, security screening areas, deputy marshal work area improvements, and electromagnetic door installations at courtroom entrances. The revised schedule establishes a question submission deadline of January 5, 2026, at 4:00 PM, with OSCA responses posted by January 9, 2026. A mandatory pre-proposal conference is scheduled for January 22-29, 2026, at 10:00 AM, accompanied by escorted site visits on January 22-23 and January 29-30, 2026, from 9:30 AM to 4:30 PM. Technical and cost replies are due February 11-18, 2026, at 4:00 PM, with cost volume opening occurring February 25-March 4, 2026. Evaluation scores and vendor short-lists will be posted by March 2-11, 2026, with negotiations commencing March 3-12, 2026. The intent to award will be posted March 17-25, 2026, contracts distributed by March 20-30, 2026, and signed contracts due back April 6-10, 2026. The contract start date is April 10-13, 2026, with an initial one-year term and potential renewal options for up to three additional years based on satisfactory performance.
The procurement requires vendors to be registered with the Florida Department of State and comply with E-Verify requirements, foreign country of concern restrictions, and labor practice mandates. Contractors must maintain comprehensive insurance coverage including commercial general liability of $2,000,000 per incident, professional liability of $2,000,000 per incident, builder's risk insurance of $2,000,000 minimum, and workers' compensation insurance. A performance bond equal to the total contract amount is required. The evaluation process allocates 100 points each for corporate experience, staff qualifications, and design elements, with an additional 100 points for cost, with the lowest bidder receiving maximum cost points. Funding is subject to legislative appropriation under chapter 2024-231, Laws of Florida, section 7, line 3302, with no specific budget range explicitly stated in the procurement documents.
