Questions and Answers
Pittsburgh Site Visit Occurred 04/16/2018
Question 1 Will the vehicles used by the incumbent be turned over as Government Furnished Equipment?
Answer 1 The incumbent currently uses a mix of vehicles to perform the contract. This mix includes, Vendor owned vehicles, GSA Leased vehicles, and Government Furnished Equipment. The
GSA leased equipment will be returned back to GSA. It is recommended in section C.10 that the use of onsite, street legal electric vehicles be considered when assembling the Pittsburgh
Motor Pool. Various vehicles, as listed in the attachments, will be turned over as GFE.
Comment #1 Most of the lighting fixtures have been changed over to LED, which are under warranty. It will be the responsibility of the vendor to pursue that warranty should a need arise under the contract.
Question #2 How man BAS systems are in place?
Answer #2 There will be one BAS system in place. We anticipate a go live date within 1-2 months. Please note that some buildings are not connected to the system as they are stand-alone.
Comment #2 While Pittsburgh is under a CBA (Local Chapter of American Federal Government
Employee’s Union), the other two sites are not under a CBA.
Since the Pittsburgh staffing personnel has changed since the CBA’s adoption in 2014 in order to facilitate the observance of the first right of refusal, the Government will update section J to include a new, J.17, which is the Senority list for Pittsburgh.
Comment #3 Steam heat is no longer in use except in buildings 156, 141, 13, 19, 19A, and 20. Leaks in the steam system are the responsibility of the O&M despite PM being completed by Siemens.
Question #3 Are there cooling towers on-site?
Answer #3 No. There are no cooling towers on site, everything is Air Cooled.

Govenrment has descoped these positions from their current contract
Question #4 Is there water treatment required for the mine?
Answer #4 There is Acid water treatment and backflow.
Question #5 Are Generators in use on site?
Answer #5 There are 3 in place generators on site and one mobile generator. The permanent generators are
Building 3 for the Central Air, Building 62 which controls the security gate, and one generator used for the Phone switch system which the Government anticipates going away.
These are all smaller generators, except Building 62’s generator, for which the load has been reduced.
Question #6 Are fire extinguisher inspections covered by the O&M?
Answer #6 Annual inspections for Elevators, fire extinguishers, and overhead cranes are covered by the
O&M. In the MSHA spaces we do currently maintain the elevators.
