Solicitation No. 2018-N-67782, Operations and Maintenance of National Institute of Occupational

Safety and Health Sites at the Pittsburgh PA, Morgantown WV, and Spokane WA Research

Facilities

1. RFP Section B CLIN 0003 SCRM Mine Support Pittsburgh, PA – are the quantities and periods of performance correct?

Yes.

2. RFP Section L. 6 (Proposal Format) and L.8 (Business Proposal Instructions) – there is a significant amount of administrative information requested for the Business Proposal Volume. Can the 25 page limit be relaxed for this volume, or can the administrative data be attached and not included in the page count?

Section L.8 has been removed and replaced in response to question 5.

3. RFP Section B CLINs – CLINs are established in Firm Fixed Price (FFP) unit prices of months or a year. Can all units be established as months to support consistent invoicing?

Yes. CLIN “units” will be displayed in months.

4. RFP Section B CLINs and undefined expenses (examples SOW Section C.3 – Minor Alterations and C.15 –

Replacement Parts Programs & Acquisition of Supplies) – this is a Firm Fixed Price (FFP) contract with

FFP CLINs. CLINs are established for consistent service delivery. There will be situations where expenses for unique events such as minor alterations and parts replacement have not been accounted for in the normal service delivery. Can an additional CLIN be added for each location to accommodate any individual and as-needed items similar to a purchase order rather than a CLIN modification to current delivery?

Please see the updated Parts, Materials, and Services.

5. RFP L.8.c Cost Data Information – the requirements for the proposal pricing appear to be more appropriate for a Cost Plus Fixed Fee (CPFF) or Award Fee (CPAF) rather than a Firm Fixed Price (FFP) request. Can the Section B CLIN schedule be completed with a price development discussion rather than the level of pricing detail typically reserved for a CPFF or CPAF contract bid?

Section L.8 has been updated in light of this question. Please review.

6. Can the work Order History for each Site for previous 12 months be provided as a reference?

Please see attachment J.21.

7. The RFP indicates Travel to other mine/site locations may be needed in support of SRCM activities. Is travel to other mine/site locations reimbursable?

Travel will no longer be required.

8. Can the Asset Inventory be provided in Excel Spreadsheet format?

Please see attachment J.23.

9. Is there currently a CMMS utilized at each of the facilities?

CMMS is utilized in Pittsburgh and Morgantown but not currently Spokane.

10. The format of Section B does not appear to be aligned with a firm fixed price contracting vehicle. There are no CLINS for hourly labor for reimbursable regular and overtime work.

This is a firm fixed priced contract. There will not be any cost reimbursement. The solicitation has been updated in section L.8 for the amount of overtime to price into the FFP clin’s per site.

11. CLINS 0003 for corresponding options. The CLINS would appear to be inconsistent with the C.17 requirement for two (2) FTE's. Please clarify.

The SCRM requirement has been updated.

12. The period of performance for CLINs 00304 and 00305 do not appear to be in sequence with CLIN

00303. Please validate the period of performance.

These period are correctly listed.

13. C.3. Please identify the subcontracted functions and the current subcontractors at the Pittsburgh facility.

See Attachment J.17 Major Subcontractors List.

14. C.3. Is test and maintenance of the fire detection and alarm system, the water-based fire suppression system, the non-water-based fire suppression system, and the portable fire extinguishers governed by the NFPA standards? If not, please provide the specifications for the fire protection systems.

Yes. They are governed by NFPA standards.

15. C.3. In Pittsburgh, please identify the subcontractors performing test and maintenance of the fire alarm and detection system, the water-based fire suppression, the non-water based fire suppression, and the portable fire extinguishers.

Current is Firefighters, Inc.

16. C.3. Is central station monitoring of the fire alarms required? If so, please identify the current monitor. Does the government provide the telephone lines?

This is performed by the site security contractor. No paid phone lines needed New system is in process of being installed using CDC LAN system to central monitoring station.

17. C.3. Please provide the date of the last 3-year testing of switchgear components of the electrical distribution system.

Please see attachment J.24.

18. C.3. Please provide the annual labor hours expended in making small (single office) moves and minor office equipment installations at each location.

Approximately 350 man hours.

19. C.3. Please provide the annual labor hours expended in motor pool operations in

Pittsburgh.

Approximately 550 man hours.

The scope of this is limited to creating vehicle packets from the reservation system, keeping the vehicles clean, and taking the vehicles to auto repair facilities as required by GSA.

20. C.3. Is assistance in motor pool operations required in Morgantown? If motor pool operations are required in Morgantown, please provide the annual labor hours expended.

No. It is not.

21. C.3 Assistance in warehouse services appears to be limited to Morgantown in one paragraph. In a subsequent paragraph assistance in warehouse operations (inventory and moving materials between warehouses and local buildings) includes both Pittsburgh and Morgantown. Please clarify the warehouse services requirement and provide the annual labor hours expended at each location.

Section C.18 describes the limited scope of activities specifically detailed for Morgantown, WV.

Assistance in warehouse services is required in Morgantown and Pittsburgh. Morgantown is one

2080 hour FTE, and one 1040 employee ( one full, one part time). Please refer to the Pittsburgh

CBA for warehouse employee hours. See section for revision.

No warehouse services are required in Spokane.

22. C.3. Per the solicitation, the Contractor is required to perform minor alterations. What are the mechanical or other skill specialties is the Contractor required to have on staff to perform these services?

For Pittsburgh, the current labor categories (carpenter, general maintenance worker, plumber, electrician) perform these functions. General Maintenance Workers in Morgantown may assist the federal FTE’s in this function, and the incumbents in Spokane perform the functions. Examples – tear down, put up a wall. Install a new receptacle, install a new door…etc.

23. C.3. The current specification for Minor Alterations is too open-ended for the firm fixed price portion of the contract. We recommend that Minor Alterations be assigned to the reimbursable portion of the contract. If fixed pricing is desired, please define the labor categories involved and establish an annual or monthly limit to the hours the contractor is expected to expend.

See Above. With the additional recommended Parts, Materials, and Services budget FFP CLIN format, these would be on an as needed basis and approved in advance by the engineers. These actions would come from this budget.

24. C.3.I versus J.13. C.3.1 provides that"** Preventive Maintenance and repair shall exclude items covered under the CDC NIOSH energy efficiency and upgrade project. A list of equipment excluded shall be provided as an attachment in section J." J.13 specifies that the contractor is responsible for maintenance of equipment installed under the various ECMs of the ESPC. Please clarify the responsibility for maintenance of the ESPC equipment.

Equipment that is excluded, O&M contractor will not do any maintenance or repair. Will only monitor operation and contact Siemens for service or repair. Equipment not excluded, contractor will maintain by performing routine PM per manufactures reccomendations, and repairs as needed to maintain correct operation.

25. C.3.1. I. Is generator test and maintenance to be in accordance with NFPA 1107 If so, is theprogrammed load for each generator sufficient to load the generator during monthly tests as required by NFPA 110 or is annual load bank testing required. If annual load bank testing is required, is there an installed load bank?

We will not require annual load bank testing, only transfer to connected load annualy

26. C.3.1. I During the site visit it was stated that the cafeteria is not included in the contract; however, a bulleted item in C.3.1 requires the contractor to maintain and degrease the kitchen exhaust hoods, ductwork and fans, and clean out grease traps. Please clarify the requirement.

This language has been removed. The Morgantown Kitchen was removed from services after release of the solicitation.

27. CJ.I. Please identify the inspector performing boiler and UPV inspections in Pittsburgh.

Currently there is no inspection being performed on the boilers by a third party. The onsite contractor performs inspections of the boilers. A sub-contractor, Deval, performs the annual boiler combustion setup.

28. C.3.3. Please identify the subcontractor performing pest control in Pittsburgh and Spokane.

PGH – See attachment J.17.

29. C.5. Is grounds maintenance required in Pittsburgh? If so, please specify areas, associated levels of maintenance and frequencies, and the performance work specification.

Grounds Maintenance is excluded in Pittsburgh and Morgantown for this requirement.

C and C Lawn Care does our external (grounds) pest control and Advanced Pest Control does all of our internal (facility) pest control for Spokane.

30. C.5 Is snow removal required in Pittsburgh? If so, please specify the times, clearing priorities, and areas.

Snow removal is excluded in Pittsburgh and Morgantown.

31. C.5(3). In Pittsburgh and Spokane, is full service elevator maintenance required or just grease and oil? Please provide the specification for elevator test and maintenance and identify the current elevator maintenance contractor.

Full Service. In Pittsburgh, the contractor is required to perform all maintenance of the elevators and perform any repairs identified as part of the inspection. The current sub-contractor for elevator repairs is Industrial Commercial Elevator.

In Spokane, we do an annual, full service maintenance on our elevator. The specification for elevator testing is in accordance with Washington State laws and regulations. The current elevator maintenance subcontractor is Inland Elevator, LLC.

32. C.5(3). In Pittsburgh and Spokane, is independent elevator inspection required? If so, please identify the current inspector.

In Pittsburgh: Yes. The current monthly inspections are performed by Industrial Commercial Elevator. The current semi-annual inspections are performed by Commercial Technical Services.

In Spokane we have had a state elevator inspector come to our facility in the past to independently check our elevator for operational issues or shortcomings. We do not normally schedule an inspection through the state office. We do get a certificate of operation from the State of Washington after

Inland Elevator does there annual service and after all discrepancies are corrected.

33. C.5(3). In Pittsburgh and Spokane, is central station monitoring of the elevator telephones required? If so, please identify the current monitor, and who is responsible for the phone lines?

This is performed by the site security contractor.

34. C.9.a. Will the contractor be reimbursed for replacement of GFE equipment?

This should be counted against the supply budget. The contractor may request that the Government purchase equipment. If the contractor is requesting any equipment to begin the contract that it wishes the Government to purchase at the start of the contract, it should include it in an assumptions area of the proposal. GFE request is at time of proposal only and will be considered during proposal evaluation process.

35. C.9.a. If it is approved to rent tools and equipment for a specific requirement, will the cost be reimbursed to the contractor?

There will be no cost reimbursement as this is a firm fixed priced contract. If the vendor chooses to rent equipment they can only utilize the firm fixed priced amount to do so.

36. C.9.a. If purchase of tools and equipment for a specific requirement is more cost effective, will these costs be reimbursed to the contractor?

A firm fixed priced contract is anticipated. No cost reimbursement will occur. All purchased tools and equipment must come from the Parts, Materials, and Service budget line item.

37. C.10. Does the current Contractor provide a company owned vehicle for its employees in Pittsburgh?

The current contractor utilizes GSA fleet vehicles. As a FFP contract is considered, that will not be an option. The Government does provide two electric vehicles, a Kubota and, a Jeep Patriot as GFE.

38. C.15. We have several questions regarding this paragraph:

a. Are parts, materials, and supplies necessary for maintenance and repair provided by the government or reimbursable to the contractor?

Please see section L.8. The proposed budget for parts, materials, and supplies should not exceed the stated amount per year for both Pittsburgh and Spokane sites.

b. If not, does the $3,500 threshold establish a limit to the contractor's financial responsibility for parts, materials, and supplies? – See Above.

c. If the $3,500 threshold establishes a limit to the contractor's responsibility for parts materials, and supplies, is the contractor reimbursed for the total amount of parts, materials, and supplies, or just the amount over the $3,500 threshold? – See Above.

d. Is there any limit to the contractor's responsibility for labor under the contract? For instance, should a centralized air conditioning system need to be replaced, and the work has to be performed after hours, will the contractor be reimbursed for the OT labor? Is there any point at which the contractor's labor is reimbursed?

Please review the updated section L.8 to see the NTE OT hour budget amount. Once the OT amount has been used, a supplemental modification would be considered. In the example above, the Government would most likely contract through another vehicle for work of that nature. This would be discussed with the contractor and COR.

e. Similarly, if repair or replacement requires a specialty subcontractor, is there any point at which the contractor will be reimbursed for the subcontracted labor.

This is a firm fixed priced contract. The Government reserves the right to purchase services, equipment, or materials, and supply these to the Vendor or negotiate a modification increase to the Parts, Materials, and Services budget.

39. C.17. The solicitation requires the Contractor to have on staff certified Pennsylvania Mine

Foreman and certified Pennsylvania Miner with both electrician and fireboss certifications.

Does the current Contractor have these positions on staff?

This requirement has been removed.

40. C.17. The Government reserves the right to request a surge workforce. Will this request be limited to the 970 regular hours and I 00 overtime hours per FY specified in C.17, and is it to be priced under the fixed price portion of the contract? If not, please provide a CLIN in Section B where the contractor may list pricing for reimbursable regular and overtime hours.

Yes this should be priced under the firm fixed price associated line item. Please use 970 Reg Hours and

100 OT Hours for pricing. Any potential future increase will be negoitated.

41. C.17. Is the occasional second or third shift or weekend work hours included in the 970 regular and I 00 overtime hours?

Yes.

42. C.17. It is stated in the solicitation that travel is required to other mine/site locations. Where are these locations, what is the distance between them, and how often is travel required?

Travel is no longer required.

43. C.18. Please provide the number of hours per year that the contractor will need to provide General

Maintenance Worker services to support federal employees at the CDC/NIOSH Morgantown, WV facility?

4160 hours

44. H.7 Are all key personnel on-site and full-time? May any of the key personnel functions be combined, i.e., dual hatted?

For this incumbent contracts, yes. There is no requirement for onsite and full time and these positions may be combined/dual-hatted. The Government leaves this to the discretion of the offeror.

45. J.2. The CBA Seniority List identifies a Welder, but the historical staffing in J.8 for Pittsburgh does not.

How many hours are consumed in welding per year?

Less than 20. The welder position was converted to a General Maintenance Worker in a previous modification.

46. J.2. The AFGE Local 3848 Seniority List is included as Appendix B to the CBA, but it is current as of

November 2014. Please provide an updated seniority list applicable to this acquisition.

Please see attachment J.16.

47. J.3.A. Equipment List 1 and J.3.B, Equipment List 2 are duplicates. Please provide the correct J.3.B

J.3.A Equipment List will be updated with correct version.

48. J.3.A GFE. What is the contractor's responsibility for repair maintenance of GFE?

Vehicles with HHS plates are repaired offsite at Government expense. The incumbent has a fulltime mechanic that completes most repairs. Saws, tools, etc, are generally repaired by the contractor.

49. J.8. The FTEs for Morgantown indicates 2 FTEs required; however, the staffing table shows I FTE (.5

FTE Locksmith and .5 FTE Boiler Tender) and 2 FTEs General Maintenance Workers for a total of 3

FTEs. Please clarify the FTE requirement for Morgantown.

What is desired is three full time FTE’s and two part time FTE’s (Warehouse and Electrician).

There are currently the following:

One full time shipping/receiving clerk, one part time shipping/receiving clerk, one part time electrician, one

FTE who spends .5 time as a locksmith and .5 general maintenance, and one FTE who spends .5 time as a boiler tender, and .5 time as a general maintenance worker.

50. J.12. The entry for the electrical room indicates the presence of disconnects but the modeland manufacturer is listed as n/a. Is the contractor responsible for test and maintenance of the electrical distribution system? If so, please list the components. [Spokane]

The contractor is responsible for the maintenance of all systems, to include electrical, that are integral parts of the building. The facility maintenance staff does not have certified electricians assigned to the group, so responsibilities would only be to do initial trouble shooting and then work with an electrical subcontractor to fix the problem. We routinely work with OK Electric Company in Spokane.

51. J.12. When was the last 3-year electrical test of the switchgear components of the electrical distribution system performed? [Spokane]

2016.

52. J.12.Please identify the subcontractor performing electrical distribution system tests? [Spokane]

Fire Protection does our annual fire sprinkler testing. The facility maintenance staff does the monthly fire extinguisher inspection and Inland Fire Extinguisher does the annual fire extinguisher service to include static testing. The latest inspection report will be provided separately.

54. J.12. There is no listing for the building automation system. Please describe the system and identify the maintenance subcontractor. [Spokane]

ATS is the vendor for the building automation system. This system is primarily used to control all of the

Heating, Ventilation and Air Conditioning Systems throughout the building using the Allerton Compass software program.

55. J.12. There are more than I portable fire extinguishers at the Spokane facilities. Please provide the quantity and the capacity by weight.

The Spokane facility has 57 portable fire extinguishers ranging from 2 ½ pounds to 20 pounds in capacity.

Most of the fire extinguishers are 5 and 10 pound capacity.

The Reardan facility has 16 fire extinguishers ranging from 2 1/2 pounds to 10 pounds in capacity.

66. L.6. Does the glossary of all abbreviations and acronyms count against the page limitation?

No.

67. L.7. Past Performance. Will the project descriptions be counted against the 25-page limit for Volume

I?

Yes. Addressing the topics as provided in section L.7 will count toward the page limit.

The page limit for the Volume I (technical proposal) found in L.6 has been increased to 50 pages.

68. L.8(c)(3). Is the $800,000 to $1,000,000 to be applied to each year of the contract or is this range applicable to the total contract value and applied to each year incrementally?

Total is yearly for both sites. Please see section B for the revised yearly totals.

69. L.9. Development of a comprehensive Health and Safety Plan is based on a through on site inspection and work/job analysis. Request the requirement to submit the Health and Safety Plan with the proposal be deleted in lieu of plan development after contract award during Project phase-in.

Agree. 45 days after beginning of POP.

70. M.2 Criterion 1 versus L.7, Criterion I. Considering the 25-page limitation for the Technical

Proposal, the M.2 Evaluation Criterion 1 does not align with the proposal submission requirement of the

L.7 Criterion 1. This not only requires the contractor to interpret the government's criteria in this key submission, but significantly adds to the items that must be addressed in the proposal. Please align M.2

Criterion 1 with L.7

Sections L.6, L.7, and M.2 have been revised.

71. M.2, Criterion 1. Are key personnel employee resumes with supporting documentation (certificates, licenses, letters of commitment, etc.) counted against the 25-page limitation?

Spokane. If the Government cannot provide the Contractor with the resumes of key incumbent personnel, would it suffice in lieu of the submittal of these resumes for the Contractor to assure the

Government that it will give all the incumbent key personnel the first right of refusal for employment per the Government Executive Order?

The Government does not have these. The Offeror should contact the incumbent Vendor, Wolverine

Services or the employees directly.

75. Will the Government allow Joint Ventures between 8(a) and non-8(a) companies to bid on this project? If so, will the Government accept the experience of the non-8(a) Joint Venture Partner for the Joint Venture if the 8(a) company does not have sufficient relevant experience?

The use of Joint Ventures, is allowed for this contract. Offerors must have joint venture that has already been approved by SBA on or prior to the proposal submission date of May 9th, 2018. This approval does not include the final approval of SBA for work in connection with this award. There will be an short turnaround time to achieve an award by June 1st and an award cannot be delayed for SBA to initially approve a JVA.

76. Due to the large number of questions and attachments released on yesterday, May 1st, would the government please consider granting an extension on proposal submissions?

The proposal due date has been extended to 05/14/2018.

77. Due to the large number of questions released in the 5/1 amendment of Solicitation Number 2018-N-67782, would the government please consider issuing an extension of the due date of the proposals? Also, there are discrepancies in the amended RFP, such as the Past Performance section now has no evaluation criteria. Would the government please clarify what the new evaluation criteria for CRITERION 3: PAST PERFORMANCE will be?

Please review revised Solicitation attachment. The proposal due date has been extended to 05/14/2018 and section

M.2 has been updated.

78. We have not been able to find a phone number to the Wolverine Pittsburgh office in order to trey and get resumes from the incumbent senior staff as required by the solicitation. Do you have a phone number for the local office you could provide?

Withdrawn by Vendor before answer could be provided.

79. In lieu of not being able to get these resumes, would the Gov’t consider revising the requirement to provide resumes within 5 days after award?

Withdrawn by Vendor before answer could be provided.

80. Also in the Q&A Question #75, you only answered the 1st part regarding JV’s. You did not answer the

2nd part of the question which was “75. Will the Government allow Joint Ventures between 8(a) and non-
