About this file

This document is an Evaluation and Method of Award section from the City of Alexandria's Invitation to Bid (ITB) for the 2000 Colonial Avenue Sewer Separation project in Virginia. The City will award the contract to the lowest responsive and responsible bidder using the competitive sealed bid method in accordance with the Virginia Public Procurement Act and the Code of the City of Alexandria. The project involves installing 192 feet of 12-inch PVC pipe using horizontal boring, replacing 351 feet of PVC pipe, installing and connecting to manholes, and reconnecting laterals. Upon award, the City will issue a Notice of Award to the successful bidder and Solicitation Disposition Letters to unsuccessful bidders identifying the selected contractor and total contract price. The successful bidder may not commence work until all required contract documents are executed and, if applicable, a Notice to Proceed is issued.

Prior to award, the City will determine whether the apparent successful bidder is responsible in accordance with the solicitation requirements, the Virginia Public Procurement Act, and applicable provisions of the Code of the City of Alexandria. The City reserves the right to reject nonresponsive or nonresponsible bids, cancel the solicitation for good cause, or take any other action permitted by law. The document does not specify pricing terms, set-asides, response deadlines, or other financial details beyond the award methodology and responsibility determination process.
