About this file

This is a sample construction contract template issued by the City of Alexandria, Virginia's Finance Department Purchasing Division for use in solicitations. The document serves as a standard contract form for construction projects undertaken by the City of Alexandria. The related project, Colonial Avenue Sewer Separation, involves installing 192 feet of 12-inch PVC pipe using horizontal boring techniques, replacing 351 feet of existing PVC pipe, installing and connecting to manholes, and reconnecting laterals. The contract period is defined in calendar days commencing upon receipt of a written Notice to Proceed from the City, with work authorization contingent on this formal notice rather than purchase order issuance.

Compensation shall be based on a Schedule of Values as detailed in the Construction Special Terms and Conditions section, with all prices fully burdened and not subject to additional contractor markup. The City will pay only for work performed and will not reimburse transit time to and from City sites. The contract establishes a clear administrative structure with a designated Contracting Officer's Technical Representative (COTR) serving as the primary point of contact for day-to-day communications, while the Purchasing Agent handles protests, claims, change requests, disputes, and price adjustment requests. The contractor bears full responsibility for project supervision, coordination of all subcontractors, means and methods of work performance, and all acts and omissions of its employees and subcontractors. The City reserves the right to request replacement of the project manager or personnel deemed non-performing relative to contract requirements.
