To: Whom it May Concern Re: Letter of recommendation for Troy Lutrick
Dear selection committee members, As Fire Chief for the City of Scottsdale, I enthusiastically recommend Troy Lutrick to lead the design and development of a comprehensive All-Hazards Incident Management Team (IMT) for your jurisdiction.
Troy is a proven leader with over 30 years in fire service and emergency management. He served as Scottsdale’s Emergency Manager, leading our coordinated response to the COVID-19 pandemic for 23 months as Incident Commander. Under his leadership, our All-Hazards IMT was built, trained, and successfully deployed during one of the most complex public health crises in modern history.
Troy also played a central role in the planning and execution of some of the largest and most logistically challenging special events in the country, including the WM Phoenix Open, the most attended golf tournament in the world, and the Barrett-Jackson Collector Car Auction, both of which draw hundreds of thousands of attendees annually. His strategic oversight ensured public safety coordination across multiple agencies and jurisdictions.
Prior to his work in Scottsdale, Troy developed and credentialed Avondale’s first Type 3 IMT and established their Emergency Operations Center and Wildland Program. In Glendale, he held key IMT roles during multiple Super Bowls, Pro Bowls, and other major events—serving as Planning and Intelligence Section Chief and Deputy Incident Commander.
Troy is a Type 1 Planning Section Chief, a Type 3 Incident Commander, a Certified Emergency Manager, and a FEMA and USAID ICS instructor. He excels at building high-functioning, multi-disciplinary teams and tailoring ICS frameworks to meet local needs. His ability to deliver scalable, sustainable IMT solutions is unmatched.
If your jurisdiction is seeking a seasoned professional to build a credible and lasting IMT capability, Troy Lutrick is the right choice.
I’m happy to speak further to his qualifications as needed.
