Subject: Incident Management Team Program Coordination Experience for Troy Lutrick
To Whom It May Concern, It is my sincere pleasure to provide this letter of reference for Troy Lutrick and attest to his professional experience in building, managing, and participating on Incident Management Teams (IMT). We recruited Troy to come to the City of Avondale in 2015 and take over the Emergency Manager position. During his time at Avondale, he not only brought emergency management back as a public safety focus, but he also designed and built the City’s first Emergency Operations Center (EOC) and reinvented our approach to how we utilize the Incident Command System (ICS) in the management of the two major NASCAR race events hosted annually in the city. He accomplished this by establishing a comprehensive IMT recruiting and training program and guiding personnel through the State’s All-Hazards credentialling process. After approximately three years, the City’s team became a fully recognized United States Fire Administration Type 3 All-Hazards IMT.
Troy also was integral in formalizing Avondale Fire & Medical’s Wildland Program by liaising with the Arizona Department of Forestry and Fire Management and integrating the Incident Qualification System (IQS) into the program’s administration. Both the City’s All-Hazards IMT and the Wildland Program have proven to be sustainable since Troy departed the City in 2019 and both are active today.
Within the emergency management industry, Troy is truly in a class of his own with his vision, experience, knowledge, and professionalism. I am highly confident that the team he has assembled will be able to leverage their collective talents and develop a successful and sustainable IMT for your organization. Please feel free to reach out to me with any questions as I will be happy to further discuss Troy’s qualifications with you.
Sincerely, Aaron Glass Deputy Chief of Emergency Management City of Avondale Email: aglass@avondaleaz.gov Cell Phone: 623-363-4586 mailto:aglass@avondaleaz.gov
