About this file
This is a Diversity Business Enterprise (DBE) Program attachment document issued by the County of Delaware, Pennsylvania, establishing requirements and definitions for prime contractor engagement with diverse businesses on county projects. The document requires prime contractors bidding on county contracts to complete and submit a Contractor/Consultant Statement indicating their intent to either subcontract with Diversity Businesses, classify themselves as a Diverse Business, or perform work without using diverse subcontractors. The statement must be submitted with the bid or proposal envelope and signed by an authorized representative of the bidding company, including company name, contact information, project name, and bid amount.
The DBE program defines eligible diverse business classifications as minority-owned businesses (MOB), women-owned businesses (WOB), service-disabled veteran-owned businesses (SDVO), and small businesses (SB), each requiring minimum 51 percent ownership and daily operational control by qualifying individuals. Minority classifications include African American, Hispanic American, Native American or Alaskan Native, and Asian American entrepreneurs. Small businesses are capped at $10 million in average gross receipts over three years or 99 full-time employees. Contractors selecting Option A must identify specific diverse subcontractors, their classifications, estimated subcontract dollar amounts, and brief work descriptions. The County uses this tracking mechanism to monitor diversity participation and encourage the utilization of historically marginalized business enterprises across its procurement activities.
