About this file

This document contains questions and answers regarding a federal construction solicitation for the Ridgway Reservoir Spillway Fish Screen project. Key details include that the project site is tax exempt as it is a federal project. The Bureau of Reclamation will provide 3D model files of the fish screen to the successful contractor. Specifications require fuel storage containment plans if tanks exceed storage limits and address concrete pouring, backfilling, grouting, and freeze protection requirements. The document also provides clarification on structural and material specifications, confirms a bridge weight limit of 25 tons, and notes that screen mesh may be 304 or 316 series stainless steel. Screening jigs, bolts, and other components are depicted in drawings referenced.

Text version

1. Is this a federal project which would make it tax exempt.

This is a federal project and it will be tax exempt.

2. Can Reclamation provide the 3D computer model of the fish screen.

Reclamation will provide the 3D model files to the successful contractor after award.

3. Will an environmental assessment performed by an environmental consultant be required.

See Specifications Section 01 74 00, article 3.04 for conditions that would require a site assessment.

4. What are the requirements for fuel storage.

Specifications Section 01 57 30, RSN 01 57 20-2 states the limits of fuel storage which would require a Spill Prevention, Control, and Countermeasure (SPCC) Plan and article 3.01.D.3 provides information on the management of petroleum product storage tanks.

5. What are the specific requirements for the 3 10'x90' concrete strips going down the dam embankment?

A. How thick is the lean concrete grout?

Specifications Section 31 23 11, article 1.02.H has a table that indicates the existing riprap has nominal thickness of 36 inches. Article 3.10.D requires the voids of the riprap to filled for the full depth of 36 inches with a void ratio of 30 to 40 percent (Article 3.11.C).

B. Is there any excavation for the concrete strips?

No, however the notes on Drawing 894-417-676 state that the riprap shall be removed, processed and replaced prior to grouting. The notes also state excavation in the dam’s Zone 3 embankment will not be permitted unless directed by the COR.

C. Is there any backfill requirements for the concrete strips?

If directed by COR to remove unsuitable material, the material shall meet the requirements of Specifications Section 31 23 11, article 2.03.A and compacted in accordance with Specifications Section 31 23 02.

6. What is the backfill specs for the concrete footings/foundations?

Please refer to Specifications Section 31 23 02 and Section 31 23 11.

7. What is the spec for the chinking to be placed around the spillway?

Please refer to Specifications Section 31 23 11 article 2.04 and 3.11.

8. Do we need to account for labor and equipment for snow removal?

Yes, per Specifications Section 01 55 00, article 3.04.D.

9. What are the requirements for freeze protection for new concrete/grout?

See Specifications Section 03 30 00, article 3.10.B. This Section covers concrete and grout.

10. Can you please clarify what the weight restrictions are for the spillway bridge? If the 25 ton capacity is correct according to specification documents, a concrete pump truck would not be allowed to cross the bridge.

Also for the delivery of the lean concrete grout and concrete, a truck would only be allowed to haul 4 cubic yards across the bridge.

For a previous project Reclamation analyzed the existing bridge for a loaded Caterpillar 725 Articulated Truck with a total Loaded weight of 101,085 lbs. and a KMK 5110, Krupp 110-ton Capacity All Terrain Crain.

The CAT 725 is very similar to the axle configurations of the Type 3 Unit shown in Specifications Section 01 14 12 and is twice as heavy.

Reclamation’s analysis of the existing bridge indicated the bridge could safely handle the highest loadings resulted from the loaded CAT 725 Articulated truck. Therefore, the loadings from a fully loaded concrete transit mixer truck with the following configuration is acceptable and would not exceed the bridge capacity.

10. On drawing 894-417-711 the Column Cross Brace Rod does not have a noted length on it.

Can we get that information?

Rod length should be 314.0±1.0. Also the thread length will be changed to 4”min. This will be changed on the drawing.

11. On Drawing 894-417-699 in the notes Section in states that the SS mesh should be “300 series”. It comes in both 304 and 316L, which should it be?

Both are 300 series, so either would be acceptable. The contractor should note that price is one of the evaluation criteria and might consider using the less expensive product.

12. On drawing 894-417-697 for the 3/8 stainless steel bolt assembly on the right side of the page it call out a part number for item 3 that states it should be available from McMaster Carr however

When I search that number in their system it doesn’t pull anything up. All other numbers work fine.

Could it be a typo? Or has the part # been updated recently?

13. On drawing 894-417-685 there is no quantity listed for how many Anchor Jigs are to be built.

What is the quantity?

Quantity is 1 minimum.

14. On drawing 894-417-717 the Buoy Skirt Clips are called out as L 3 x 2 ¼ x ¼. This size of angle does not exist but L 3 x 2 ½ x ¼ can be offered as an alternate.

Angle should be L 3 x 2 ½ x ¼ and will be changed on the drawing.

15. The Column Cross Brace Rod length isn’t called out. These are shown on drawing 711. This might be because they may vary some in length at assembly? Would we determine the final length here or would that be done in the field?

See Response for Question 10 above.

16. Can steel be bought from outside America if over 50% of the product cost is finalized in America?

Steel does not apply to any of the exceptions contained within FAR 25.103. This construction material is mined, produced, and manufactured in the US in sufficient and reasonably available commercial quantities and of satisfactory quality.

Reference FAR 25.003 for Definitions and FAR 25.103 for Exceptions.

17. There was a 3D drawing provided at the site walk, can that file be provided to the contractor’s for viewing?

The screen shots provided at the site visit are included with this amendment. Also, see

Response to Question 2 above concerning the computer model files.
