About this file
This document contains questions and answers (Q&A) for Solicitation 140P5325R0022, a roof replacement project for three quarters (Q326, Q390, Q391) at Cape Hatteras National Seashore. The Q&A clarifies several technical details about the project, including: acceptable equipment for moving materials (rubber track walk-behind skid steer, telescopic boom lift), dumpster placement guidelines, gutter removal requirements, and roof vent replacement specifications. The answers provide specific instructions such as keeping vehicles on pavement, using plywood to prevent landscape damage, and installing orange construction safety fencing that does not block door access.
Key project parameters include a 100% small business set-aside procurement with a firm-fixed price contract, estimated between $25,000-$100,000, and a 120-day performance period. The solicitation requires vendors to be registered in the System for Award Management (SAM), with an optional site visit on 7/15/2025, vendor questions due by 7/16/2025, and quotes closing on 7/30/2025 at 3:00 PM Eastern. Quotes should be submitted via email to marilia_mateo@nps.gov, with the contract using NAICS code 238160 (Roofing Contractors) and a size standard of $19 million.
