RFP no. 127EAW23R0004 FY23 Middle Fork Parker Creek

Bridge Replacement, Modoc National Forest

Requests for Information [RFIs] 1-12

Question 1. Are any boring logs available to identify material that will be encountered during excavation?

Answer: Yes. Now included with this amendment as Attachment 5 - Middle Parker Boring Logs.

Section J, List of Attachments, is revised. RFP replacement page 34 is attached.

Question 2 . Projects for relevant past performance for this solicitation is currently limited to the last five (5) years. Would the government be open to extending the period to the last five (7) years due to the specific nature of this project?

Answer: Yes.

Past Performance may include contracts completed with the prior seven (7) years.

Section L.3 and M.1 are revised. RFP replacement pages 41 and 48 are attached.

Question 3. Will seeding of disturbed areas be required after project completion? If so, please provide additional information.

Answer: Yes. A native seed mix shall be submitted and must be approved by the Forest Service prior to use. Per FS botanist, we require at least 2 shrubs, 3 grasses and 3 flowers species. A potential list is now included in the amendment as Attachment 6 - Potential Seed Mix List - Modoc National Forest.

Section J, List of Attachments, is revised. RFP replacement page 34 is attached.

Question 4. The solicitation states that the contract time shall be 145 days for the completion of all work items after issuance of Notice to Proceed (NTP). The prestressed bridge members have a current fabrication lead time of approximately 120 calendar days from final shop drawing approval. Can the performance period be extended to accommodate the prestressed bridge member lead times if it is greater than the performance period when released for fabrication?

Answer: The contractor shall work on all submittals immediately upon receiving the contract award. ALL submittals have to be submitted and then reviewed and approved by FS before the NTP will be issued (and on-site construction may begin). The Forest Service intends to issue the NTP after all submittals have been reviewed and approved (and the pre-construction meeting is held). The period of performance shall begin when NTP is issued and work is to commence. The 145 day Period of Performance will not include the submittal process. FS may provide consideration for long-lead times for material fabrication and receipt but the actual 145 day POP is intended for the start through completion of the “boots on the ground” work.

Question 5. Will unsuitable material from the excavation and grading operations be able to be disposed of on site, or will the contractor be required to off haul and dispose of all material?

Answer: Unsuitable, native material may be disposed at the Forest Service material stockpile location with prior FS approval.

Question 6. Please confirm that all riprap included in Item No 8 of the bid schedule is existing on site and no import will be required.

Answer: The intent is to recycle the existing riprap for the new bridge embankments. If minimal additional riprap is still needed, that would require contractor import.

Question 7. Section C of the statement of work states “In the case that material beyond what is noted in the schedule of items is necessary for approaches, it may be taken from the stockpile of surface course aggregate shown on the project map”. Is it the intent of the Government that all aggregate material required for the project will be utilized from onsite sources, or will the material for the unclassified borrow, embankment construction, and structural backfill need to be imported from offsite?

Answer: Suitable, excess on-site material may be used with Forest Service approval. However, the intent is that the contractor furnish the material identified in the schedule of items, except for the riprap (see question # 6 above). If material is still needed beyond the quantities identified in the schedule of items, the Forest Service stockpiles may be

Amendment 1

RFP no. 127EAW23R0004 FY23 Middle Fork Parker Creek

Bridge Replacement, Modoc National Forest used with prior Forest Service approval.

Question 8. Please provide as built drawings of existing and temporary bridge so that the contractor can identify what is required to remove the bridge abutments.

Answer: The original Middle Fork Parker Ck bridge drawings (incl. typical concrete pier drawing) is now included with this amendment as Attachment 7 - Middle Fork Parker Ck bridge drawings.

The temporary bridge does not have as-built drawings; the portable Big R superstructure is sitting atop 6-inch wood planks atop 2 levels of rock-filled gabion baskets, each basket 3’ in height, one basket wide at the top and 2 baskets wide at the bottom.

Section J, List of Attachments, is revised. RFP replacement page 34 is attached.

Question 9. Please provide flow rates that the contractor is to anticipate for the middle parker creek during the months of August, September, and October.

Answer: Approximately 5 cfs.

Question 10. Please clarify how far the closest water source is from the project site that is available for the contractor’s use.

Answer: The Forest Service does not have legal water rights in this area. The awarded contractor will need to work with neighboring private landowners or other means to secure project water.

Question 11. Will there be a formal / Government led site – visit?

Answer: No. The road is legally open when you are not damaging and rutting it and you may visit the site without an escort.

Question 12. Bid Item 4.204(03) unclassified borrow. Is there a USFS borrow source available and what is the located?

Answer: Asides from recycling available fill material on site, no. Please see question 7 for more information.

Question 13. Does the USFS have the crates available for the smaller pieces of Temporary Bridge?

Answer: No.

Question 14. Can you please provide the address to put on the bid bond?

Answer: Bid bonds are required however, no hard copy bid bonds / bid guarantees are required to be mailed in for this project. Prospective bidders shall provide an electronic / scanned of the bid bond as part of the proposal submission.

Question 15. Can the solicitation due date be extended so that contractors will be able to visit the site after the snow melts to view access and the existing conditions?

Answer: Yes. This amendment extends the the proposal due date to NLT March 24, 2023, 1500 PST.
