About this file
This document contains an amendment to a solicitation and related questions and answers for the Multnomah Falls Lodge Electrical Upgrades federal contract opportunity. The amendment revises the schedule of items to match option numbers referenced in drawings and specifications. It confirms that no new drawings or revised panel schedules will be issued. Offerors are instructed to only list relevant past performance projects for the prime and subcontractors performing over 20% of work. Items 14 and 15 have been removed from the bid schedule. As-built record drawings must be provided in DWG, PDF format and hard copies. Bids are due per the package, with any alternates to be handled after award. The opportunity involves demolishing and installing electric components at Multnomah Falls Lodge for the USDA Forest Service, replacing panels, installation of an ATS and emergency shut-off, distribution panels, main switchboard, lighting and other equipment. The estimated value is between $1,000,000 to $5,000,000.

Multnomah Falls Electrical Replacement Contract Amendment #3
1) See and use attached Schedule of Item (Revision 2) for your bid. It was updated to match the bid option numbers to coincide with number referenced in the drawings and specifications.
2) Question: I downloaded the new files from beta.sam.gov, but I didn’t see any updated panel schedules or Online Drawings. Are those going to be issued later?
Answer: No new drawings will be issued or revised panel schedules. All changes are documented in the six Amendment #2 files posted on beta.sam.gov dated 5/7/2021
3) Question: In the solicitation, FACTOR 2: Past Performance calls for a listing of all projects completed within the past 3 years, as well as those in progress. Is this what is desired, or would it be more applicable to only list relevant projects within the past 3 years? A complete listing would be quite substantial including many which are not similar. Would these same criteria apply to any subs performing 20% or more of the work? Please advise.
Answer: Please list Past Performance from relevant projects for both the prime and subs performing 20%.
4) Question: Bid Schedule includes Items 14 and 15 which are listed but noted as Not in Contract. Please confirm that there is no work or expectations associated with these (2) items.
Answer: The bid schedule was revised in Amendment 2 removing those items. It has been revised again with this amendment. Please use the bid schedule supplied with this amendment.
5) Add the following to the Errata:
1.01 DRAWINGS GENERAL RECORD AS-BUILT DRAWINGS (ENTIRE CONTRACT)
A. Provide a complete set of contract as-built record drawings for entire contract including all drawings in contract bid set and all shop drawings. Include drawings without changes and all drawings where changes have occurred. Provide drawings in both DWG, PDF format and hard copies as required by contract sections.
6) Bid the contract per the bid package. Any designs or alternates should wait until after award and will be handled through the submittal and value engineering processes.
