About this file

This document contains an amendment to a solicitation for electrical upgrades at the Multnomah Falls Lodge. The amendment provides additional site visit notes, responses to contractor questions, and confirms that generators are not part of the contract scope of work. It directs contractors to acknowledge receipt of the amendment when submitting proposals. The estimated value of work is between $1,000,000 to $5,000,000. Contractors must be registered in SAM and Oregon certified at time of bid. A pre-proposal conference call is scheduled for May 4th, 2021 and work is anticipated to start in October 2021. The Forest Service intends to issue an RFP to demolish and replace electrical panels, install an ATS, emergency systems, distribution panels and lighting to upgrade the lodge's electrical systems.

4/28/2021 Site Visit Discussion Notes

• Statement reminder: The generator is not part of this contract. The present plan is to have a temporary generator for the site. This change is in design but will not be a part of this contract. What will be required as a part of the submittal process is a ATS that has the capability for the feed from the temporary hook-ups to come in the side of the cabinet/unit. Additional detail will be provided in an amendment.

• Ignore the specification clause that states work hours are from 0700-1630. The lodge is open 24/7 and shift work is encouraged to limit the downtime of the lodge. (this is also mentioned in the attached RFI’s). Depending on the weather conditions when the service switchover is done extra steps may need to be taken to maintain the heat and other items in the lodge so that the fabric and systems (such as plumbing) are not damaged.

• Panel M is moving on other side of door in the same hall than drawings show

• Any repair from demolition that is needed is to meet the requirements of the specification covering the historic nature of the lodge. It should match existing as much as is possible.

• Receptacle work throughout the Lodge is to replace the items with specification grade receptacles, nylon bodies, types, and sizes to match existing configurations.

• There will be Weekly meetings scheduled with the FS, Contractor, and the Lodge folks for coordination both for the immediate week and out weeks.

• The panels that are to be stainless steel do not need to be painted.

• All existing conduit is to be reused where possible unless new conduit is shown on drawings or specified.

• To our knowledge there is no existing asbestos remaining in the lodge. If any is identified during demolition it will be treated as a change condition per the contract.

• Reuse existing conductors when it is appropriate for the work. When panels are being combined and the code calls for a single conductor, pull new wire.

• If cloth wire is found and accidentally damaged during demo new conductors will be pulled and it will be treated as a change condition per the contract.

• Statement reminder: Electrical inspection – legal/permits need to be scheduled for inspection with the local county authority. All contractors must be Oregon certified at time of bid.

• The start date for this contract will be in early to mid-October.

• Statement reminder: A pre-proposal conference is scheduled for 05/04/2021 (Pacific

Time). Connection information will be provided upon request. Email Leslie at leslie.solberg@usda.gov mailto:leslie.solberg@usda.gov

RFI-012 Not found in document Work Hours. Are shift hours to be day shift Monday through Friday or is work to be done off shift . Please advise We are trying to have limited impact to the concessionaire’s business. Since some of the work actually requires the power to the whole building to be out while the new switchboard and service are installed, we are looking at having both regular hours and off hours in use for this contract. During those periods and possibly others we would like the contractor to run multiple shifts so that once those items are started it is continually worked on until completed. Please disregard the work hours laid out in Section 101000 Work Restriction, 1.10, B.
