The new building will be a wood-framed structure meeting Green Globe Level 2 certification. The work is divided into three phases with an estimated price range between $5-10 million. A pre-proposal meeting will be held on February 20, 2020 and award is planned for April 2020. The construction site is on Nez Perce Tribal lands and Tribal employment rules apply. Question and Answers – Set 3 Answers shown in red.

1. 1. The Energy Recovery Unit (ERV-1) has no exhaust system shown on the unit-does it exhaust to open space or through the roof. ERV-1 is shown on M130. The other unit ERV-2 is in another part of the building and it DOES show an intake/exhaust system. ERV-1 shows exhaust on M130, Detail 3 via L-2 (Louver 2). This louver is noted as an exhaust louver on M601, Louver Schedule.

2. The specification section 23 09 00 referred to a few times in the HVAC specifications but I do not see that section. (It pertains to the HVAC Controls). M502 has incorporated Sequence of Operation notes for each piece of equipment, including those that have orphaned 23 0900 references in the specifications (ERVs & wall heaters). Where 23 0900 is referenced, instead rely on sheet M502.

3. Interested in being the provider for internal and external signage for this project. Can you provide a breakdown of quantities and descriptions so UNICOR can provide an accurate price quote? See Sheets A102, Detail F, A106, and A715 of the Construction Drawings.

4. Please advise if there is liquidated damages as I did not see any in the contract docs. No Liquidated Damages.

5. AA301 - Please confirm drywall thickness in basement furred out walls of Annex 1 and 2. 5/8"

6. Rooms 222-228 are marked as carpet tile #2 but on the finish schedule totals it says carpet tile 1. I’m not sure which one needs to be used. Room numbers 222-228 tagged CT2 is correct. The room finish schedule on A700 for rooms 222-228 shall be corrected. See Amendment 3.

7. Spec calls out our TF-2824-P system that has a .250” thick cover plate. Drawings call out TF-3824-P system with a .375” thick cover plate. 2 Spec calls for Abrasive finish but also calls out a 1/8” Recessed Cover Plate. You wouldn’t need a Recessed Cover with an Abrasive Finish. Drawing details are correct .375” recessed cover plate. Specification section 05 5405 should be updated to TF-3824-P as basis of design – 2.02C remove abrasive surfacing requirement, as these are recessed and carpet tile is the finish; 2.03B please update to 3/8" recessed cover plate. See Amendment 3.

8. Section 09 3000 “Tiling” specifies only one wall tile or WT1. On the A700 finish blueprint it specifies a WT2. WT2 is referenced on sheet A700 Finish schedules and details 4/A405 and 7/A405 for additional information.

9. Has the AE team considered utilizing DLT (Dowell Laminated Timber) in lieu of CLT, it is my understanding that there are no adhesives used and is significantly more environmentally friendly. DLT was reviewed during the design process and because of many factors at that time, was decided not appropriate for this project.

10. Carpet tile specified. Section 09 6814 TILE CARPETING under CPT 3 does not match the CPT3 specified on the A700 Blueprint. CT3 (Carpet Tile 3 Section 09 6814 – 2.02C) is supposed to be Interface “Driftwood” - #138940AK00 / Pine. Please reference Sheet A700 Finish code for CT3 type reference. (See Amendment 3)

11. Please clarify basement furred out wall thickness and insulation thickness. P.T. 2” x 4”, spray foam full cavity.

12. Below is a note from my engineered lumber supplier which triggered my call tonight. It appears that glulams, wood trusses, lumber and sheathing all have FSC chain of custody requirements and I doubt there is anyone on this side of the Cascades is FSC Certified. How it works is everyone in supply chain, even on direct orders EBS doesn't touch must be FSC certified. It's expensive, requires special storage and separation of material and most all of our suppliers dropped it within the last few years. EBS has never been certified and I guarantee nobody supplying framing on this will be FSC certified. I didn't spot it in the door section but it's common there as well and you will run across the same issues, I don't believe any of the door and hardware suppliers in this market are FSC certified. This is a Green Globes project and the manual allows a range of certifications beyond just FSC. Please reference Green Globes for additional options: NSF/ANSI 347 Sustainability Assessment for Single Ply Roofing Membranes; UL (STP) 115: Thermal Insulation; American Tree Farm System® (ATFS): 2010-2015 Standards of Sustainability; CAN/CSA-Z809-08 (R2013)- Sustainable Forest Management; FSC-STD-40-004 V2-1 EN: Forest Stewardship Council Standard for Chain of Custody Certification; Sustainable Forestry Initiative Program (SFI); Other consensus-based assessment standards that are multiple attribute and life cycle based

13. Another issue I spotted the might be related to LEED points is sourcing material within 500 mile radius and providing documentation to prove this. We might be able to come up with something for lumber but it appears OSB is approved on at least part of this project but all the OSB I know of comes out of Canada and am not sure they are within 500 miles and we could run into the same issue on lumber as we occasionally have Canadian lumber in our yard. This is a Green Globes Project; please use this as a guide for bidding the project, not LEED. Regarding the Buy America Act, see the Pre-proposal Notes provided with solicitation Amendment 1 and the full clause (Buy America – Construction Materials under Trade Agreements Alt I) in Section I of the solicitation. Close reading of the clause indicates that construction materials may be sourced from any “domestic” or “designated countries”. Countries that are a party to the WTO GPA and Free Trade Agreements are all “designated countries” by definition. Buy American restrictions are waived for “designated country” construction materials. A large number of countries are “designated countries” for this acquisition including Canada, France, Germany, Japan, Mexico and the United Kingdom to name a few. See pages 23-24 of the solicitation for a complete listing of “designated countries”.

14. The plywood called out is Exposure 1, Structural 1 and you will run across a supply issue on this. Everybody in this stocks Exposure 1 plywood but it’s not Structural 1, it meets all the other ratings but doesn't have the Structural 1 on the stamp. I can get the stuff but it's going to be mill order and on plywood which means full truckload and on OSB it might be rail car. Structural Engineer recommends referencing the Drawings for requirements (Sheet S001); See Amendment 3 for update to specification section 06 1600. (Removal of Structural 1)

15. A furniture design firm requested the AutoCad files supporting the System Furniture Design due to issues viewing the fine details. After numerous tests performed by the design firm regarding the readability of the document uploaded to beta.sam.gov, zooming in to view the details was performed without issue. Based on these tests, it was decided that the AutoCad system furniture details would not be provided as part of the solicitation documents.
