About this file

This document is a Local Preference policy for Atlanta Public Schools (APS) detailing contracting opportunities for businesses in the five-county metro area (Clayton, Cobb, DeKalb, Fulton, and Gwinnett counties). The policy provides a framework for giving preferential treatment to local businesses during formal solicitation processes, specifically in Request for Proposals (RFP) and Invitations for Bid (IFB). For RFPs, local businesses meeting quality standards can receive five additional points in the total evaluation, while in IFB scenarios, local preference serves as a tiebreaker when multiple responses offer the same price.

To qualify for local preference, businesses must have been registered in one of the specified jurisdictions for at least 12 months and submit a valid Occupational Tax Registration Certificate covering the previous 12-month period. The local area includes numerous cities within the five counties, such as Atlanta, Decatur, Marietta, and others. The policy aims to encourage and promote contracting opportunities with local businesses by providing a structured approach to evaluating and selecting vendors, with the primary goal of supporting the local business ecosystem while maintaining competitive procurement standards.
