About this file
This is a bid document package for the Middleton Wash Trail construction project issued by the City of St. George, Utah, consisting of two separate trail segments with base and alternate bid options. The project encompasses approximately one mile of paved pedestrian trail construction within Middleton Wash, featuring 60 line items including general conditions, dust control, traffic control, clearing and grubbing, earthwork, storm drain installation, asphalt paving (2.5 inches voidless mix), concrete flatwork, trail safety rail (powder-coated), retaining walls, an 80-foot pedestrian span bridge with concrete deck, signage, and various erosion and sediment control measures. The base bid covers the Middleton Wash Trail South segment from Red Cliffs Drive to Arroyo Drive, while the alternate bid addresses the northern segment from Cottonwood Springs Road to Red Hills Parkway. Specific quantities include approximately 1.24 acres of clearing and grubbing for the south section, 19,975 square feet of asphalt paving, 415 linear feet of safety rail, 1,000 square feet of stacked rock walls, and 1,535 square feet of stacked concrete block walls for the north section. The document includes a detailed geotechnical report prepared by Landmark Testing & Engineering dated September 19, 2025, addressing site conditions, subsurface investigations, bearing capacity, retaining wall design, and construction recommendations.
Unit prices and lump sum payments are required for all bid items, with payment structured at 95 percent upon substantial completion and 5 percent retained until final project closeout and submission of as-built drawings. All contractors must provide a bid bond equal to 5 percent of the total bid amount and a 100 percent performance and labor-materials bond issued by a surety company licensed in Utah. The contractor is responsible for all costs including mobilization, demobilization, permits, insurance, equipment, materials, labor, overhead, and profit; no adjustments will be made for differences between estimated and actual quantities. The specifications reference St. George City Standard Specifications for Design and Construction, require submission of traffic control plans, marshal asphalt mix designs, material certifications, and construction schedules within specified timeframes. The project requires coordination with utility relocations, adherence to erosion and sediment control standards, and compliance with OSHA safety requirements. Water-soluble sulfate testing indicates soil corrosivity requiring concrete mixes meeting ACI 318 Sulfate Exposure Class S3 specifications. All work must be completed in accordance with technical specifications for riprap and rock lining, erosion and sediment control, material standards, and construction staking requirements outlined in the bid package.

1.02 Authority
Where applicable, the Owner’s representative will take all measurements and compute quantities accordingly.
1.03 Details for Payment of Bid Items
A. The amount of work to be done or materials to be furnished under the contract as noted in the Bid Schedule are estimates and are not to be taken as an expression or implied statement that the actual amount of work or materials will correspond to the estimate.
B. The right is reserved to increase, decrease or entirely eliminate certain items from the work if found desirable or expedient, and the Contractor is cautioned against unbalancing of the bid by prorating overhead and profit into one or two items only when there are a number of items on the bid. The overhead, indirect charges and profit should be prorated on all items in the bid.
C. The Contractor will be allowed no claims for anticipated profits, loss of profits or for damages because of any difference between the estimated and the actual amounts of work done.
D. Payment for this schedule shall be at the unit price or lump sum as bid, which payment shall be full compensation for all required work necessary to complete this schedule as outlined in the specifications and shown on the drawings.
E. Unit prices or lump sum payments shall be considered full compensation for all direct and indirect costs, overhead, profit, insurance, bonds, taxes, fees, permits and for furnishing all materials, labor, equipment, tools and doing all work as shown on the project drawings, defined in the specifications and as stipulated herein. Bid prices shall include all protective and remedial measures to bring work into compliance with these contract documents.
F. Final payment for Work governed by unit prices will be made on the basis of the actual measurements and quantities accepted by the Owner’s Representative multiplied by the unit sum/price for Work which is added to or deducted from the initial scope of work.
1.04 Defect Assessment
A. Replace the Work, or portion of the Work, not conforming to specified requirements.
B. If, in the opinion of the Owner’s Representative it is not practical to remove and replace the Work, the Owner’s Representative will direct one of the following remedies:
1) The defective Work may remain, but the unit/lump sum price will be reduced 50 percent at the discretion of the Owner’s Representative.
2) The defective Work will be partially repaired to the instructions of the Owner’s
Representative, and the unit/lump sum price will be adjusted to a new sum/price at the discretion of the Owner’s Representative.
