1.0 General Information.
1.1 Overview. The Contractor shall provide pavement clearance services, to include street sweeping and snow and ice removal services, on all paved driving/parking areas and side streets. Services shall commence when snow height is two inches or above, or when ¼ of an inch of ice accumulation occurs in accordance with (IAW) the installation’s Snow and Ice Removal Plan from the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR). Historically, there have been roughly 10 snow storm events per year that required activation of the Snow and Ice Removal Plan. Follow-up service shall continue as weather conditions dictate. Storm classification will be determined by DPW in coordination with Garrison Leadership.
1.2 Snow and Ice Removal Plan. The Contractor shall refer to the provided Snow and Ice Removal Guidelines from DPW and develop a Snow and Ice Removal Plan within sixty (60) days of contract award for Government approval. The Contractor shall update the Snow and Ice Removal Plan no later than (NLT) 30 September annually. The Contractor's plan shall include the following: an inventory of materials for snow and ice removal; traffic and parking control procedures and communication channels and priorities between road users, the snow control center, and equipment operating crews; designated areas from which snow shall be hauled when accumulation reaches an established level; and procedures for adding additional crews and equipment in the event of a major incapacitating storm.
2.0 Description of Services.
2.1 Scope. Pavement clearance includes, but is not limited to, the following: plowing and sweeping of sand or snow from roads, access control points (ACP), aprons, driveways and parking areas by pushing and piling the snow into adjacent areas or by collecting and removing sand. It is the full responsibility of the tenant to clear snow up to 5 feet from the building structure. The Contractor shall begin removal of snow and ice from areas identified by DPW when snow accumulations have reached one (1) inch or within two (2) hours of notification by DPW. Sand or snow shall be cleared from all walkways, doorways and gates to provide full opening and safe access for personnel and equipment. No sand or snow piles shall be left in the plowed/swept areas. A regenerative air sweeper shall be utilized to conduct street sweeping. The regenerative air sweeper employs a blast and suction effect to collect street debris in a closed system. Historical data on routine pavement clearing (street sweeping) and emergency snow and ice removal will be provided by the Directorate of Public Works (DPW).
2.1.1 Specialized Locations. DPW will provide a list of specialized locations.
2.1.1.1 Paved Roads and Access Control Points (ACP). The Contractor shall clear roads and ACPs. The Contractor shall clear primary roads to support the safe movement of emergency vehicles. The Contractor shall ensure all ACPs are operational at all times, regardless of storm intensity. The Contractor shall deploy the assets necessary to ensure the road network is trafficable IAW the Snow and Ice Removal Plan. Once removal operations commence, the Contractor shall continue these operations until snow is removed from the full width of streets, including intersections.
2.1.1.2 Parking Areas. The Contractor shall clear parking areas identified on the snow map and list provided by DPW. Snow shall be removed from the full width of parking areas and pushed to designated locations. No snow shall be plowed into handicapped parking spaces. The Contractor shall apply a mixture of sand and salt to parking lots to reduce the hazards of refreezing. The Contractor shall not apply sand to any parking lots having any type pervious pavements.
2.1.2 Sidewalks. The Contractor shall clear sidewalks regardless of the depth, sidewalks shall receive a complete clearing and salting/sanding or de-icing material at the end of each snowstorm if slippery conditions exist. The Contractor shall conduct a site visit and verify access and condition of the sidewalks and impacted areas.
2.1.2.1 Snow Shoveling and Ice Removal. Ice melts (salt) shall be placed on all stairs and sidewalks for each building, identified on the snow map and list provided by DPW. The Contractor shall not apply any deicing agent containing urea or other forms of nitrogen or phosphorus to stairs or sidewalks.
2.1.2.2 Catch Basins. Snow shall be removed from all catch basins to allow free drainage. The basins shall be cleared at the end of each snowstorm. The Contractor shall conduct a site visit to verify location of catch basins.
2.1.2.3 Hydrants. The Contractor shall remove snow from and around the hydrants to ensure access. The cleared area shall be, at a minimum, approximately three (3) feet in radius from the hydrant. The Contractor shall clear access to hydrants at the end of each snowstorm. Currently, there are 382 roadside hydrants that will need to be cleared; however, this number is subject to change during the life of the contract.
2.1.2.4 Dumpsters. The Contractor shall remove snow from and around the dumpsters to allow for pedestrian access to dispose of refuse. The Contractor shall clear access to dumpsters at the end of each snowstorm. Currently, there are 180 Dumpsters on site; however, this number is subject to change during the life of the contract.
2.1.2.5 HVAC Clearing. The Contractor shall ensure HVAC units are kept clear of snow and ice and all control panels are accessible from all sides. This shall be accomplished by means other than plowing (e.g., snow blowing or hand shoveling). Currently, there are 24 HVAC units that must be kept clear; however, this number is subject to change during the life of the contract.
2.1.2.6 Sand or Snow Stockpile Removal. When specifically authorized by the Contracting Officer (KO), the Contractor shall remove snow or sand stockpiles to designated on-post locations. There are two (2) salt silos on base located in the vicinity of Building 302. For snow stockpiles, snow is usually piled downtown by putting accumulating snow at the end of the Bldg 94 parking lot across from Bldg 95 and in the grass by Bldg 92 on the north end. Other accumulation areas are in the parking lot themselves as needed.
2.2 Removal Priorities. The priority of pavement clearance shall be identified on the snow map and list provided by DPW. The below tables list the current description, priorities, and area totals.

2.3 Pre-Treatment and Clearing. The Contractor shall ensure safe walking and driving conditions by immediately removing ice from accumulated areas. The Contractor shall coordinate with DPW to pre-treat areas with de-icing material, salt and/or sand, prior to forecasted storms. The Contractor shall apply a salt-brine solution to roads, parking lots, and sidewalks as pre-treatment before a snow or ice event. These salt-brine solution will be applied per manufacturer’s recommendations for concentration and ambient conditions such as air temperature and relative humidity. All products will be applied at rates recommended by the manufacturer of the brine making equipment and of the manufacturer of any additives. The Contractor shall remove and dispose of excess accumulations of de-icing material, if applicable, off Government property.
2.3.1 De-icing Material/Sand/Salt. The use of sand, salt, or a mixture thereof shall be used IAW local regulations and local policy. The Contractor shall ensure all materials used are in compliance with local procedures and is acceptable to DPW. The allowable amount of material passing a No. 200 sieve as determined by the American Association of State Highway and Transportation Officials (AASHTO) -T11, Standard Method of Test for Materials Finer Than 75-μm (No.200) in Mineral Aggregates by Washing, shall not exceed 10% by weight. The maximum particle size for sand borrow shall be M1.04.0 Type A, one fourth inch (¼”). At the end of the Snow Removal Season, the Contractor shall remove excess sand from sidewalks and parking lots. No other materials shall be used without the DPW authorization.
2.3.2 Ice Control Abrasives. The Contractor shall apply abrasives for ice control as directed by DPW. Abrasives shall consist of treated salt which shall be treated with an Environmentally Preferred Product (EPP). Below 20°F the mixture shall consist of two (2) parts treated salt to one (1) part sand. In areas of plant root sensitivity (as designated by DPW, chemical abrasives are to be applied at rates and in a manner that will not result in soil/root toxicity and plant decline.
2.4 De-icing Supplies. The Contractor shall maintain sufficient sand/salt mixture in the designated storage silos. The Contactor shall provide salt to buildings and not be placed earlier than four (4) weeks before the first forecasted freeze. The Contractor shall remove salt supplies within four (4) weeks of the last forecasted freeze. Salt supplies shall have weather protective lids and shall be placed in designated locations. Salt supplies shall contain a tool or scoop for the individual application of salt. The Contractor shall be responsible for all barrels, tools, equipment, and all materials required. The Contractor shall keep the barrels three-quarters (¾) full of de-icing materials/salt through the winter season. The Contractor shall replace or repair any damaged barrels and lids within one (1) day after notification by DPW.
2.4.1 On-Call De-icing Materials. Parking lots and sidewalks shall be de-iced as an on-call requirement. The application shall be a complete coverage of the parking area.
2.4.2 Snow Plowing and Ice Removal Standby. The Contractor shall standby on-site, to snow plow/sweep and remove ice within two (2) hours of notification from DPW. The Government will provide the Contractor a designated staging area to park and secure equipment and a secure area to stockpile supplies.
2.5 Pavement Sweeping. The Contractor shall sweep the pavement areas specified in the list provided by DPW using a vacuum sweeper once each month. Areas to be swept include, but are not limited to: paved streets, parking areas, sidewalks, runways, taxiways, aprons, etc. Materials collected from pavement sweeping shall be tested and disposed of IAW all applicable regulations. Records of the total annual miles swept and monthly amount of material collected (cuyd, tons or lbs) is required to be provided to the Environmental Division by April for inclusion in the annual Stormwater certification to the NJ Dept of Environmental Protection (also reference TEs).
2.5.1 Airfields. N/A.
2.6 Inoperable Vehicles. The Contractor shall move all vehicles interfering with snow removal or ice control operations to a designated location. The Contractor shall remove inoperable vehicles. The Contractor shall assume liability for damages to vehicles caused by Contractor employee negligence.
2.7 Safety. The Contractor shall ensure snow removal equipment that is slow moving or otherwise creates an unsafe condition are clearly visible to oncoming traffic and bystanders (e.g., equipped with rotating or flashing amber lights). Contractor personnel performing snow removal working on or adjacent to roadways shall be equipped with reflective vests. Contractor personnel acting as road guides shall be equipped with reflective vests and shall carry an 18-inch square flag of reflectorized material, yellow-orange in color. During hours of darkness, road guides shall also be equipped with a red light capable of being seen by approaching motorists from a distance of at least 200 yards. Guides shall be instructed in the correct method of rendering hand signals.
