Notes
Each GSA labor-rate record represents one contract-year row for a labor category on a vendor's schedule contract. The federal_contract_idv relationship identifies the schedule contract. The rate_group_key identifies the labor-rate family within that contract so pricing workflows can compare sibling current, next-year, and following-year ceiling-rate rows for the same labor category.
