About this opportunity
The City of Kissimmee is seeking a Florida Department of Transportation (FDOT) pre-qualified consulting firm to provide Construction Engineering and Inspection (CEI) services for the Woodside Drainage Improvements project. This Request for Qualifications (RFQ) aims to procure professional services for a comprehensive drainage infrastructure project located in Polk County, specifically in the Lake Harbor CDP area. The project involves constructing a 72-inch storm sewer from Heron Ditch at Dyer Boulevard through the Kissimmee Gateway Airport to Shingle Creek, including regrading and armoring existing ditches and relocating multiple utility lines. Qualified firms must submit detailed personnel qualifications for roles including Senior Project Engineer, Project Administrator, Senior Inspector, and Geotechnical Engineer, with specific educational and experience requirements. Proposals are due by September 29, 2025, at 2:00 pm, with a public opening at 2:30 pm, and the contract term is anticipated to be 274 calendar days following the Notice to Proceed. The selection process will involve a comprehensive evaluation based on experience, personnel background, work task qualifications, and financial capability, with a selection committee reviewing and scoring submissions.
The project is funded through the Community Development Block Grant - Mitigation (CDBG-MIT) program, with funds awarded by the Florida Department of Commerce and originating from the U.S. Department of Housing and Urban Development. While the construction project will be funded by CDBG-MIT funds, the CEI services will be funded using local (non-federal) funds. The RFQ does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The project involves significant infrastructure improvements, including relocating a 16-inch reclaimed water main, a 16-inch potable water main, a 20-inch sanitary force main near Hoagland Boulevard, a 30-inch sanitary force main adjacent to the ditch within the airport and along Dyer Boulevard, and a 12-inch potable water line. Although specific budget ranges are not explicitly stated in the provided documentation, the comprehensive nature of the drainage and utility relocation work suggests a substantial investment in infrastructure improvements. Potential respondents should be prepared to demonstrate extensive experience in complex municipal infrastructure projects, with a particular focus on drainage systems and utility management.
