About this file
The document is a Request for Qualifications (RFQ) issued by the City of Kissimmee for Professional Services for Construction Engineering and Inspection (CEI) for the Woodside Drainage Improvements project. The RFQ seeks to hire a Florida Department of Transportation (FDOT) pre-qualified consulting firm to provide construction engineering and inspection services for a drainage improvement project. The project involves constructing a 72-inch storm sewer from Heron Ditch at Dyer Boulevard through the Kissimmee Gateway Airport to the outfall at Shingle Creek, including regrading and armoring existing ditches and relocating various utility lines. Qualifications must be submitted by September 29, 2025, at 2:00 pm, with a public opening at 2:30 pm the same day. The contract term is anticipated to be 274 calendar days following the issuance of the Notice to Proceed for the construction contract.
The project is funded through the Community Development Block Grant – Mitigation (CDBG-MIT) program, with funds awarded by the Florida Department of Commerce and originating from the U.S. Department of Housing and Urban Development. While the construction project will be funded by CDBG-MIT funds, the Construction Engineering Inspection (CEI) services will be funded using local (non-federal) funds. The RFQ includes detailed personnel qualifications requirements for various roles, such as Senior Project Engineer, Project Administrator, Senior Inspector, and Geotechnical Engineer, with specific educational, experience, and certification prerequisites. The selection process will involve a comprehensive evaluation of submissions based on factors including experience, personnel background, work task qualifications, and financial capability, with a selection committee reviewing and scoring submissions.
