The West Virginia Department of Administration Purchasing Division is requesting competitive quotations for drainage repairs and construction at the Army Aviation Support Facility #1 near Williamstown, Wood County under CRFQ 0603 ADJ2700000020, with bids due September 10, 2026, at 1:30 p.m. EST and mandatory attendance at a pre-bid meeting on August 27, 2026, at 10:00 a.m. EST at 387 Aviation Drive, Williamstown, WV 26187.
The scope includes mobilization, clearing and grubbing, installation of approximately 672–900 linear feet of HDPE pipe (8-inch through 24-inch diameter), construction of drainage inlets (Type B and modified Type B structures), removal and replacement of existing corrugated metal pipe and concrete ditch lining, reinforced concrete wingwalls with outlet protection, concrete anchors on slopes 18 percent or greater, grass-lined channels, grouted riprap channels, erosion and sediment control measures, and seed and mulch application. The work spans four main site areas within the airfield facility and requires compliance with West Virginia Department of Environmental Protection stormwater permitting and notification to the one-call system at least 48 hours before excavation.
West Virginia's domestic steel product preference under W. Va. Code 5A-3-56 applies; all steel must be made in the United States unless the Director authorizes an exemption. The Local Labor Market Hiring Requirement mandates that at least seventy-five percent of workers be employed from West Virginia counties or counties within fifty miles of West Virginia's border.
Contractors must possess a valid West Virginia contractor's license, submit a Drug-Free Workplace Affidavit, and maintain commercial general liability insurance. Performance bonds and labor/material payment bonds are required at 100 percent of contract value; bid bond at five percent of total bid. Bids over $250,000 require a subcontractor list within one business day of bid opening. Vendor technical questions are due September 3, 2026, at 11:00 a.m. EST. Work is not subject to Davis-Bacon wage rates. Addendum 1 modifies original solicitation terms.
