About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting quotes on behalf of the West Virginia Lottery Commission for HVAC preventive and corrective maintenance services under CRFQ 0705 LOT2700000002, with bids due September 22, 2026 at 1:30 p.m. ET. The pre-bid meeting was held September 8, 2026; technical questions were due September 15, 2026. Addendum No. 1 (issued September 16) attached pre-bid sign-in sheets with no substantive changes to specifications or terms.

The scope covers maintenance of a Daikin variable refrigerant volume system, Trane chillers, McQuay and Daikin air handlers, Liebert split system units, stairwell pressurization systems, and electric heaters at the Lottery Headquarters at 900 Pennsylvania Avenue, Charleston, West Virginia. Preventive maintenance is monthly on a scheduled basis; corrective maintenance is as-needed with a four-hour maximum response time during normal business hours and two-hour response time for emergencies. Vendors must maintain 24-hour emergency telephone service and provide twelve-month labor warranties. All equipment, tools, and parts are supplied at no cost to the Agency.

Vendor qualifications require successful maintenance experience with the specified equipment types within the past five years, WV Electrician License, EPA 608 Certification for HVAC, WV Contractor License, and factory authorization from applicable manufacturers. Compliance with National Electric Code, International Building Code, International Mechanical Code, and ANSI/ASHRAE standards is mandatory.

The total contract value is capped at $500,000 in accordance with West Virginia Code 5-22-1(a)(5), inclusive of all payments under the initial term, renewals, delivery orders, and change orders. Preventive maintenance pricing is submitted as a fixed monthly fee; corrective maintenance labor is billed hourly with parts billed on a cost-plus basis using a vendor-specified multiplier. Bid evaluation uses the vendor-completed Exhibit B Pricing Page as the sole pricing format; alternate formats result in disqualification. Award goes to the lowest-cost vendor meeting all specifications. Vendors must provide proof of insurance and workers' compensation coverage and register with the West Virginia Purchasing Division prior to award. Direct inquiries to Brandon L. Barr at 304-558-2652 or brandon.l.barr@wv.gov.
