About this opportunity

The City of Austin Parks and Recreation Department is requesting bids on well maintenance and service for onsite wells at Deep Eddy and Big Stacy pools under IFB 8600-DCG1032REBID, with bids due September 24, 2026. This is a rebid solicitation. A local business preference applies to offerors with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties); headquarters is defined as the location where owners or leadership provide direction and management or where the Administrative Center manages most important business and operational activities.

The scope encompasses maintenance and service to wells providing water for recirculation and heating at the two facilities. Contractors must demonstrate expertise in well maintenance, familiarity with the specific well systems, and ability to provide responsive emergency repair services during operating seasons. The contract includes routine maintenance, preventive service, and emergency repairs.

Key personnel designated by the Contractor must include a Contract Manager; the City's representatives are Aaron Levine (City Project Manager) and Diego Cruz-Garcia (City Contract Administrator and Procurement Specialist), both based in Austin. Any replacement of key personnel requires City approval, which shall not be unreasonably withheld.

All employers awarded a contract must certify under City Ordinance No. 20221201-031 that they have not been adjudicated for wage theft within five years preceding contract award and must complete the City of Austin Wage Theft Training within 30 days of contract award. Offerors must also certify compliance with debarment status, conflicts of interest, Texas Local Government Code provisions, Israel and country boycott restrictions, ERCOT protocols, firearms entity discrimination prohibitions, energy company boycott provisions, and LGBTQ+ conversion therapy practices. Residency status under Texas Government Code Chapter 2252.002 and reciprocal-preference manufacturing declarations are required. Incomplete or unsigned submissions are subject to rejection as nonresponsive.
