About this opportunity
Seminole County Board of County Commissioners is requesting bids on maintenance, repair, refurbishment, and equipment renewal services for wastewater pump stations under Project CC-7100-26/HSM (A), with bids due August 5, 2026 at 2:00 p.m. and questions due July 27, 2026 at 5:00 p.m. M/WBEs are encouraged to participate. The central capability filter is demonstrated experience: contractors must have completed a minimum of eight municipal pump station projects within the past five years, including five rehabilitation projects and three new pump station construction projects, with documented evidence of work across all 18 defined scopes of work items. Contractors must have been in continuous business for at least three years and maintain a principal place of business or fully staffed branch office within 100 miles of Seminole County, Florida.
The scope encompasses 18 service categories including force main connections, bypass pumping, dewatering, wet well cleaning and coating, pump and piping replacement, electrical and instrumentation work, concrete restoration, erosion control, and confined space operations. Bidders must structure pricing using fixed hourly labor rates for specified craft classifications (Project Manager, Project Superintendent, Pipe Mechanic, Millwright, Welder/Fabricator, Pipefitter, Plumber, Laborer, Equipment Operator, Concrete Lead, Rigging Specialist, Craft Foreman, Rodbuster, and Finisher) with a 20 percent maximum markup on materials, parts, subcontractors, and equipment rentals; emergency services carry a 200 percent multiplier on labor, overhead, and profit only. The contractor must self-perform at least 51 percent of total work costs and maintain a 24-month parts and labor warranty. A 24-hour answering service with one-hour emergency response is mandatory; failure to respond incurs a $250-per-incident penalty.
The contract is a master service agreement with a three-year initial term, renewable for two successive one-year periods, structured to issue individual work orders on a task-order basis. The County does not guarantee the volume or frequency of work orders. Bid security of 5 percent is required; progress payments are subject to 5 percent retainage. The County reserves the right to terminate during a three-month probationary period with or without cause. Workers' compensation, commercial general liability, business auto liability, and umbrella coverage are required, with carriers rated A- or better by Best's. Compliance with E-Verify, Trench Safety Act (Florida Statutes 553.60–553.64), ADA non-discrimination, human trafficking prohibitions, and FEMA requirements where applicable is mandatory. If work involves trench excavation, contractors must include all Trench Safety Act compliance costs in their bid price without separate itemization. Liquidated damages are assessed at $250 per day for schedule delays.
