About this opportunity

The Virginia Lottery is requesting proposals for design, development, implementation, and operation of a comprehensive iLottery system with proposals due September 23, 2026. The RFP encompasses online lottery platform capabilities including eInstant games, draw games, player account management, payment processing, game offerings, security infrastructure, and customer support.

Offerors must satisfy a mandatory requirements matrix spanning approximately 300 specific system and service capabilities across infrastructure, security, compliance, data integration, retail support, responsible gaming controls, accessibility, game services, payment processing, and customer service functions. Key mandatory qualifications include ISO/IEC 20000 certification, WCAG 2.1 AA accessibility compliance, geographically distributed data centers with redundancy and disaster recovery, multi-factor authentication, integration with specified game providers (IWG, NeoGames, Inspired, EQL, Pollard, BRSL, SGI, AGS, and Allodium), and self-exclusion and identity verification capabilities.

The contractor must maintain 99.9% monthly system availability with no more than 15 minutes of downtime permitted in any single calendar day, deploy eInstant games within 30 days of scheduled launch, provide 24/7 customer support across phone, chat, and email, and maintain dedicated staffing including a Senior Account Manager, Games Support Coordinator, and Product Solution Manager. Liquidated damages range from $50 to $50,000 per incident depending on severity, with system downtime damages calculated based on lost profit estimates. The contractor must maintain cyber security liability insurance of $5 million per occurrence, conduct annual AICPA SOC-2 Type 2 audits, and provide vulnerability scanning every 30 days. All lottery data must remain physically located in the continental United States.

The current iLottery program generated $3.43 billion in eInstant sales and $138.6 million in online draw game sales during fiscal year 2025, with 396,199 unique bettors and monthly playership ranging from 151,769 to 239,228. Payment processing includes Visa, PayPal, ApplePay, and ACH channels across mobile app (70.6% of sales), mobile web (16.5%), and desktop web (11.8%). Performance evaluation will assess technical capability, experience with comparable systems, financial stability, security frameworks, customer service levels, and value proposition. Both proposal and protest bonds are required, with the proposal bond guaranteeing non-withdrawal for 365 days and contract execution within ten days of award.
