About this opportunity

The Texas Department of Public Safety is soliciting bids for vehicle transport services under IFB 405-26R0023390, with bids due July 31, 2026 at 5:00 p.m. Central Time and questions due July 17, 2026. A subcontracting plan with good-faith effort to recruit Texas Comptroller-certified Veteran Heroes United in Business (VetHUB) vendors is required as a condition of responsiveness for all bidders, regardless of subcontracting intent.

The scope covers pickup, transport, and delivery of DPS-owned vehicles from DPS Headquarters at 5601 Guadalupe Street in Austin to DPS Surplus Operations at 115 Market Street in Georgetown. The contractor must transport approximately six vehicles per day on a one-way basis, Monday through Friday between 6:00 a.m. and 2:30 p.m., excluding Federal and State holidays. Vehicles may range from operational sedans, pickup trucks, and sport utility vehicles to wrecked or disabled units. All transportation must occur same-day; vehicles cannot remain on transport trucks overnight. The contractor must hold an active Texas Department of Motor Vehicles certificate for intrastate operation and provide the TXDMV certificate number and USDOT number with the bid. If the vehicle and trailer combination requires Federal Motor Carrier Safety Regulations compliance, evidence must accompany the bid submission.

The contract term runs from the effective execution date through August 31, 2031, with DPS retaining the right to extend for up to six additional months for re-advertising or transition purposes. The anticipated award date is August 21, 2026. Bidders must submit financial documentation demonstrating solvency, three references from similar contracts, a business continuity and disaster recovery plan, and pricing on the mandatory pricing schedule. For contracts exceeding $100,000, a performance bond is required; for contracts exceeding $25,000, a payment bond is required. DPS will evaluate past performance using the Vendor Performance Tracking System and may disqualify bidders scoring below "C," currently under a Corrective Action Plan, or with cancelled purchase orders for non-performance within the previous 12 months. DPS makes no minimum compensation guarantee, awards to best value rather than lowest price, and reserves the right to reject any or all bids. Bids remain confidential until evaluation completion, and no public bid opening will be held.
