About this file
This Statement of Work from the Texas Department of Public Safety (DPS) outlines vehicle transportation services requirements for pickup, transport, and delivery of DPS-owned vehicles between two locations: Texas DPS Headquarters in Austin (5601 Guadalupe Street) and Texas DPS Surplus Operations in Georgetown (115 Market Street). The contractor must provide all personnel, labor, materials, and equipment to safely load, transport, and unload approximately six vehicles per day on a one-way basis from Austin to Georgetown. Vehicles may include sedans, pickup trucks, sport utility vehicles, and other types in various conditions, ranging from operational to wrecked or disabled. All transportation must occur within the same day during operating hours (Monday through Friday, 6:00 a.m. to 2:30 p.m., excluding Federal and State holidays), with vehicles prohibited from remaining on transport trucks overnight. The contractor must communicate estimated times of arrival to points of contact in both cities and respond to DPS inquiries within 24 hours, providing transport services within 48 hours of request unless otherwise directed.
The contractor must hold an active certificate number from the Texas Department of Motor Vehicles (TXDMV) authorized for intrastate operation at bid opening and throughout the contract term, and must provide the TXDMV certificate number and USDOT number with the bid. If the vehicle and trailer combination requires compliance with Federal Motor Carrier Safety Regulations (FMCSR), evidence of compliance must be submitted with the bid. The contractor bears full responsibility for any damage to vehicles occurring during loading, transport, and unloading, with inspections conducted at the delivery location prior to driver departure. Driver identification and contact information, including photographs, must be provided to DPS in writing before arrival. DPS reserves the right to unilaterally amend the contract to ensure compliance with State and Federal laws and may cancel without notice if the contractor defaults, with the defaulting contractor excluded from any re-solicitation. The contract prohibits assignment without prior written DPS consent, and backhaul charges are not reimbursable.
