About this file

This is a vendor information and submission guidance document issued by the Texas Department of Public Safety (DPS) for the DPS Online Bid Room, which serves as an optional electronic submission platform for state solicitations. The document provides detailed instructions for vendors interested in responding to solicitation opportunities, including the Vehicle Transport Services contract opportunity. Prospective bidders must register as vendors through the DPS Online Bid Room portal at https://texasdps.appianportalsgov.com/vendor-management, a process that may require up to two business days to receive login credentials via email. Vendors are advised to allow sufficient time for the registration and submission process to meet the response due date, as late submissions are not accepted. The document emphasizes that all solicitation responses must comply with the specific form and method of delivery outlined in each solicitation package, and failure to adhere to these requirements may result in disqualification.

The DPS Online Bid Room is an optional submission method subject to all terms, conditions, and solicitation requirements applicable to alternative submission methods. Vendors should thoroughly review the complete solicitation package, including all exhibits, before submitting responses. The DPS point of contact identified in the solicitation package must address all questions regarding the solicitation. The document provides multiple resources to assist vendors, including an Online Bid Room Vendor Tutorial, Vendor User Guide, Frequently Asked Questions, and contact information for DPS Online Bid Room Vendor Support. Electronic submissions through the DPS Online Bid Room generate automatic submission confirmation through the system, eliminating the need for additional confirmation of receipt. Technical difficulties or issues with the optional electronic submission platform do not constitute valid grounds for protesting a contract award.
