About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting bids for 22 vehicle count station bundles with integrated five-year cellular data service and cloud hosting, with bids due August 3, 2026 at 3:00 PM EST. The procurement utilizes a local-vendor preference option under Choice 2 and is entirely grant-funded by FDOT (Federal Highway Planning and Construction funds under CFDA 20.205, total project cost $311,562.00).

Each system is pole-mounted, radar-based traffic monitoring equipment capable of non-intrusive detection of individual vehicles, recording speed and vehicle classification data, and transmitting to cloud servers. Systems must support traffic engineering analyses, safety evaluations, congestion management, and reporting to the Florida Department of Transportation. Installation locations are specified across 10 Collier County road segments including Airport Road, Golden Gate Parkway, Rattlesnake Hammock Road, Vanderbilt Beach Road, Pine Ridge Road, Davis Boulevard, Radio Road, and Livingston Road.

The contract term is five years with firm and fixed pricing. No subcontractors are permitted. Award will be made to the lowest responsive and responsible bidder representing best value, though the County reserves the right to award on a line-item basis. Vendors must provide minimum five-year warranties covering manufacturing defects and cell service, technical support, remote installation assistance, and proactive system health monitoring. All vehicle data collected remains the exclusive property of Collier County and must be fully exportable at contract termination. Factory testing is required prior to shipment; field acceptance occurs only after 30 consecutive days of verified 95% detection accuracy, continuous server communication, successful data uploads, and zero unexplained data gaps.

Bidders must comply with standard Collier County requirements: E-Verify enrollment, Certificate of Authority to Conduct Business in Florida, proof of insurance and bonding at 100 percent of contract amount, five-year background checks, immigration certification, and conflict-of-interest certifications. Bid bond of 5% and Performance and Payment Bonds of 100% are required for contracts exceeding $200,000. Firm pricing is required for 180 calendar days from bid opening. All required forms and grant-provision documentation must accompany bid submissions electronically through https://procurement.opengov.com/portal/collier-county-fl.
