About this opportunity

Long Beach Public Utilities Department is requesting qualifications for on-call engineering and inspection services under RFQ UD-25-255, with Statements of Qualifications due May 27, 2025 at 11:00 a.m. via LongBeachBuys.com. A five-percentage-point local preference applies to firms maintaining a principal place of business in Long Beach with a current city business license. The procurement seeks approximately ten prequalified firms; notably, the selection process has already concluded with SPEC Services, Inc. (Fountain Valley, California) and EDM Services (Simi Valley, California) selected on June 3, 2025 as the two most qualified proposers, scoring 91 and 81 points respectively on a 100-point evaluation scale.

The scope encompasses planning, design, administration, and inspection services for natural gas distribution projects (the primary focus over the three-year term), cathodic protection design, paving construction inspection, and regulatory compliance support. Proposers must document completion of at least two similar projects for a natural gas distribution operator within the last three years and be qualified to conduct business in Long Beach. References from subcontractor experience on natural gas distribution projects are acceptable.

The contract term is one year with two optional one-year renewals, not to exceed three years total. Contract amounts will depend on project-specific scopes, available funding, the number of contractors selected, and each contractor's specialized service offerings. Compensation options include Schedule of Values, Cost Reimbursements, or Lump Sum methods, with consultant office overhead capped at 180 percent and city office overhead capped at 155 percent. Work location is Long Beach. Awarded consultants must carry commercial general liability insurance of $1 million per occurrence and $2 million aggregate, workers' compensation coverage, and commercial automobile liability insurance of $500,000 combined single limit if applicable.

Evaluation is weighted as follows: competence and familiarity with local, state, and federal regulations (15 points); experience in relevant disciplines including sub-consultants (35 points); qualifications and availability of key personnel (20 points); references and prior performance (15 points); and reasonableness of cost (15 points). The contract is subject to prevailing wage requirements under California Labor Code Section 1770 et seq. and Department of Industrial Relations compliance. Equal Benefits Ordinance provisions apply to contracts valued at $100,000 or more. Addendum 1 (Q&A) issued May 13, 2025 must be acknowledged and submitted with all proposals. Questions were due May 6, 2025.
