About this file

This is Addendum No. 1: Q&A for Request for Qualifications (RFQ) No. UD-25-255 issued by Long Beach Utilities on May 13, 2025, for Various On-Call Engineering & Inspection Services. The addendum clarifies key aspects of the procurement and must be acknowledged and submitted with all proposals; failure to do so may result in disqualification. The primary focus of the contract over the next three years will be work related to natural gas distribution projects, though the City may also require assistance on specific projects within the Water and Sewer divisions. References from similar natural gas distribution projects where the proposer served as a subcontractor are acceptable. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposal, and all communication regarding the RFQ must occur through the official communication process specified in Section 5.2.25 of the original RFQ.

Contract amounts have not yet been determined, as they will depend on project-specific scopes, available funding, the number of contractors selected for award, and the specialized services each contractor can provide. The incumbent contract is held by the Gas Engineering and Regulatory Compliance bureau within Long Beach Utilities. To qualify for local preference, companies must maintain their principal place of business within the City of Long Beach and possess the appropriate business license as required by the City. Not all projects will be subject to Davis-Bacon Act requirements and federal aid labor compliance monitoring; however, consultants will be notified of any such requirements prior to commencement of work. The document was prepared by Deanna Rubalcaba, Administrative Analyst III.

NOTICE TO PROPOSERS

ADDENDUM NO. 1: Q&A

RFQ No. UD-25-255

Various On-Call Engineering & Inspection Services

This addendum changes and supersedes the language in the original RFQ. Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 5.2.25 of the RFQ, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.

The questions and answers are as follows:

1. Q: Over the next three years, what primary project(s) will LBU be focusing on?

A: The primary focus will be work related to natural gas distribution projects.

2. Q: Will this contract support the Water and Sewer departments as well?

A: While the primary focus will be on natural gas distribution, there may be instances where we would require assistance on specific projects within the Water and Sewer divisions.

3. Q: Will the City accept references of similar projects for natural gas distribution operator if we were the subcontractor on the project?

A: Yes, we will accept the references.

4. Q: Who are the incumbents on the incumbent contract?

A: The incumbents are the Gas Engineering and Regulatory Compliance bureau within Long Beach Utilities.

2 │Long Beach Utilities

5. Q: What has the total spend been and per contractor for the incumbent contract?

A: The total contract amounts have not yet been determined, as they will depend on several factors, including project-specific scopes, available funding, the number of contractors selected for award, and the specialized services each contractor is able to provide.

6. Q: In Section 3.3, is LBU a typo? If so, what is the correction? It states: “Local Business shall mean a business which maintains its principal place of business in a fixed office/place of business with LBU, possesses a current City of Long Beach business license and sellers permit if applicable.”

A: Yes, there is a typographical error. It should read: “Local Business shall mean a business that maintains its principal place of business in a fixed office/place of business within the City of Long Beach.”

This means that your company must be physically located within the city limits and possesses the appropriate business license as required by the City to qualify for local preference.

7. Q: Will all projects be subject to the requirements of the Davis Bacon Act? In other words, are all projects considered federal-aid work?

A: No, not all projects will be subject to the Davis-Bacon Act. While the majority of our work is not funded by federal aid, there are select projects that do require labor compliance monitoring. Consultants will be notified of any such requirements prior to the commencement of work.
