About this file
ATTACHMENT II: STATEMENT OF NON-COLLUSION
This document is a Statement of Non-Collusion that bidders must sign as part of a state or local contract proposal submission. The statement requires that the proposal be submitted as a firm and fixed request valid for six months from the submission deadline. By signing this attachment, the contractor certifies that the proposal is genuine and not sham or collusive, and that no other contractors have been induced or solicited to submit competing sham proposals. The contractor further acknowledges that it has not sought through collusion to secure any competitive advantage over other bidders.
The document also requires the contractor to certify that the organization and its members are not currently engaged in, and will not in the future engage in, any activities resulting in conflicts of interest—real or apparent—in the selection, award, or administration of a subcontract. The statement requires an authorized signature with date and the printed name and title of the signatory as evidence of the contractor's commitment to these non-collusion and conflict-of-interest standards.
