About this opportunity

The University System of New Hampshire is requesting proposals for an enterprise video management, hosting, streaming, and lecture capture solution to serve Keene State College, Plymouth State University, and the University of New Hampshire, with proposals due September 10, 2026, at 12:00 p.m. EDT under RFP 212027983. Questions close August 27, 2026, at 12:00 p.m. ET, with responses due September 3, 2026.

The platform must integrate with Canvas Learning Management System and support video management, content distribution, analytics, accessibility features, and lecture capture across all three institutions. USNH currently operates Kaltura with established content libraries, integrations, and workflows; the RFP will evaluate the incumbent solution alongside other higher education platforms. Core requirements span twelve functional categories: accessibility and captioning, analytics and reporting, identity and access controls, capture and recording, interactive video tools, LMS and third-party integrations, media player and distribution, content management, content discovery and organization, administration and APIs, implementation support and training, and data ownership with exit rights. Proposals must identify any capabilities requiring customization, third-party solutions, additional fees, or not currently available.

The contract term is three years with options for two additional one-year extensions by mutual consent. Key implementation milestones include environment migration or validation substantially completed by April 1, 2027, full operational readiness by May 1, 2027, IT and technical training by May 1, 2027, and end-user training by June 1, 2027. Proposals are evaluated on scope compliance, relevant experience and qualifications, project management capabilities, suitability for current and future needs, pricing competitiveness and stability, and services offered.

Vendors must submit audited financial statements for the previous three years, current bank references, proof of financial capacity, at least three client references from similar engagements (preferably higher education), and confirmation of good standing with the State of New Hampshire. Suppliers must comply with FERPA, HIPAA, GLBA, and New Hampshire RSA 359-C:20, maintain commercial general liability coverage with minimum $2,000,000 general aggregate, and complete PaymentWorks registration before work commences. All proposals are submitted electronically through UShopNH. An award announcement is expected by mid-October 2026. Contact Anthony Bellio at Anthony.Bellio@usnh.edu for inquiries.
