About this opportunity

The Utah Department of Transportation (UDOT) has issued a Request for Proposal (RFP) to procure single- and dual-metered traffic signal underground service pedestals for use in powering traffic signals, intersection lighting, and Intelligent Transportation Systems (ITS) throughout the state. The solicitation seeks a qualified vendor to provide specialized infrastructure components that meet specific technical requirements, including precise cabinet dimensions (54 inches maximum height, 16-24 inches wide), NEMA 3R rainproof standards, and electrical specifications for single-phase 120V/240V, 100A service. Vendors must submit comprehensive proposals addressing mandatory minimum requirements, including engineer drawings, dimensions, bill of materials, schematics, warranty, lead time, and minimum order information in PDF format. The evaluation process will allocate 225 points for technical criteria and 130 points for cost, with the highest total combined score determining the contract award. The RFP was posted on July 16, 2025, with proposals due by August 1, 2025, and anticipates a single contract award with a five-year term and no renewal options.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Subcontracting is limited to 20% of the total contract value, and vendors must be prepared to undergo potential background checks and performance evaluations. The RFP includes Buy America provisions, requiring compliance with specific manufacturing and sourcing requirements. While no incumbent vendors are listed, the contract emphasizes the need for vendors to demonstrate their ability to meet UDOT's precise specifications, including compliance with Electric Utility Service Equipment Requirements Committee (EUSERC) standards and detailed electrical and physical requirements. Pricing must be guaranteed for 6 months, with potential price adjustments thereafter based on documented criteria. The solicitation encourages innovative proposals and allows vendors to expand upon the base specifications while addressing the core requirements for traffic signal underground service pedestals.
