About this file

The document "2-02. 2025 Pedestal Requirements.docx" is a technical specification file related to the Utah Department of Transportation (UDOT) Request for Proposal (RFP) for signal pedestals. The solicitation seeks to establish a contract for procuring single- and dual-metered traffic signal underground service pedestals to be used for powering traffic signals, intersection lighting, and Intelligent Transportation Systems (ITS) throughout Utah. The RFP anticipates a single contract award with a 5-year term and no renewal options. UDOT encourages offerors to submit innovative ideas and proposals that meet or exceed the minimum requirements outlined in the scope of work.

The solicitation is structured to allow vendors flexibility in proposing solutions, with an emphasis on addressing the stated needs while potentially offering additional features or improvements. The pedestals will serve critical infrastructure purposes across the state, supporting transportation signal and lighting systems. While specific pricing details are not provided in this file, the RFP indicates an open competitive process where vendors can demonstrate their capabilities through comprehensive proposals. The contract appears to be focused on providing standardized yet adaptable underground service pedestals that can support Utah's transportation infrastructure requirements.

1.0. General Solicitation Information

Utah Department of Transportation (UDOT) is soliciting for a 5-year requirements contract to provide single- and dual-metered traffic signal underground service pedestals. The furnished pedestals will be used to provide power for traffic signals, intersection lighting, and Intelligent Transportation Systems (ITS) throughout the State.

2.0. Solicitation Evaluation Stages

Stage 1: Mandatory Pedestal Requirements

· Pass/Fail. If one or more mandatory requirements are not met, the submission will be considered non-responsive.

· Offerors shall provide engineer drawings (include dimensions, bill of materials and schematics) and warranty, lead time, and minimum order information electronically in .pdf format with their submission.

Stage 2: Physical Evaluation (225 Points)

· An evaluation unit shall be sent upon request for a physical evaluation by UDOT. The evaluation unit should be received by UDOT within 30 days of written request, and supplier shall pay all shipping charges incurred for sample review.

· Unit will be evaluated as per the Evaluation Criteria in Part 4.

Stage 3: Cost Evaluation (130 Points)

· See attached cost sheet.

· Lowest response Cost will score full points with all other responses scoring in proportion to lowest response Cost .

Stage 4: Award Determination

· Contract award will be determined by highest total points from physical and cost evaluations.

3.0 Mandatory Pedestal Requirements

3.1 Cabinet Requirements

· Height 54 inches maximum.

· For single-meter pedestals, provide a cabinet that is approximately 16 inches wide by 17 +/- ½ inches deep.

· For dual-meter pedestals, provide a cabinet approximately 24-inch wide.

· Meet provisions of Buy America (UDOT Standard Specification Section 01455, Article 1.11).

· Rainproof, NEMA 3R.

· At least 0.125” anodized aluminum 5052-H32, continuously welded or overlapped and carriage-bolted exterior, smooth and free of any voids.

· Provide adequate clearances inside the cabinet for pulling and connecting to service and distribution (field) wiring with conduits extending into the cabinet 2 inches maximum.

3.1..1 Front and back lips at the bottom of the pedestal shall extend no more than ¾ inch.

· Service entrance, meter, and distribution compartments with padlockable, vandal-resistant doors and covers, and corrosion resistant barriers separating each compartment. Compartments designed with stainless steel piano hinges on access panel or access door. Place hinges on left side of door when facing the pedestal.

· Meters shall be visible from the front with a clear, UV and yellowing-resistant window.

· Photo cell cover shall also have a clear, UV and yellowing-resistant window. Include photocell headlight shield.

· Cabinet shall fasten directly to pad-mount base encased in concrete, with option for attachment to anchor bolts. All mounting bolts shall be secured from inside the cabinet.

· Permanent labels (etched or engraved) mechanically fastened to the cabinet. Adhesives are not acceptable. Exterior front-door label either: “UDOT SIGNAL AND LIGHTING DISCONNECT” or “UDOT ITS DISCONNECT” as ordered. Conform to UL508A Industrial Control Panel Labels for service entrance equipment requirements.

· Provide documentation permanently and conveniently attached to the inside of the distribution section or a permanently attached interior documentation storage pocket or pouch. Documentation shall include the manufacturer’s name, address, phone number, a wiring diagram, date of manufacture, and all necessary information to order an identical pedestal and replacement parts.

3.2 Electrical Requirements

· Single-phase, 3-wire, 120V/240V, 100A.

· 200A utility landing lugs rated for 250 kCMIL wire with self-contained watt-hour meter sockets, main service disconnect, and meter bypass switch, meeting local power utility company requirements.

3.2..1 Single-meter pedestal: provide one meter socket for signal side.

3.2..2 Dual-meter pedestal: provide two meter sockets – one for the signal side and one for the lighting side. Per 3.1.12, label each socket “SIGNAL” and “LIGHTING” accordingly.

· Electrical components rated for temperatures between -30ºF and 130ºF.

· Meet Electric Utility Service Equipment Requirements Committee (EUSERC) requirements for all mounting hardware and installation details.
